Angka golput yang bertambah setiap pemilihan umum dan isu ego sektoral diantara lembaga menjadi kerisauan peneliti, dimana fenomena ini membuktikan bahwa masyarakat masih apatis dan seolah-olah kehilangan kepercayaan terhadap kinerja lembaga penyelenggara pemilihan umum yang selalu menyuarakan semangat untuk ikut berpartisipasi dalam setiap Pemilihan Kepala Daerah. Jika penelitian sebelumnya banyak mengeksplorasi tentang strategi salah satu lembaga penyelenggara pemilu, maka pada penelitian ini peneliti akan mencoba melihat 3 lembaga sekaligus khususnya bagaimana interelasi komunikasi antara lembaga penyelenggara pemilu daerah yakni antara KPU NTT, Bawaslu NTT, dan juga media lokal. Adapun tujuan penelitian ini untuk memberikan pengetahuan dan pemahaman secara komprehensif tentang dinamika komunikasi antar lembaga serta model interelasi komunikasi antar lembaga penyelenggara pemilu daerah dalam upaya mereduksi angka golput serta mendekonstruksi model interelasi komunikasi antar lembaga tersebut. Peneliti menggunakan beberapa domain atau konsep yakni isu strategis lembaga serta teori akomodasi komunikasi antar lembaga yang ditopang oleh pendekatan institusionalisme pilihan rasional untuk mengeksplor sejauh mana KPU NTT, Bawaslu NTT, dan media lokal membangun lintasan bersama dalam upaya mereduksi angka golput pada pemilihan kepala daerah tahun 2018 di provinsi NTT. Untuk penelitian ini peneliti menggunakan metode penelitian studi kasus yang hasilnya disajikan secara deskriptif. Dari penelitian terlihat bahwa masing-masing lembaga telah memiliki kemauan untuk membuka diri dan bekerjasama tetapi masih bersifat hubungan kewenangan karena belum ditunjang oleh suatu sistem yang baik.

The increase of abstentions in each election and sector ego issue among institutions is the concern of the researcher, where this phenomenon proves that the community is still apathetic and seems to lose confidence in the performance of electoral organizers who always show enthusiasm to participate in each Local Leaders Election. Previous studies have explored a lot about the strategies of one electoral management body, but in this study, the researchers investigated 3 institutions at the same time specifically how the communication interrelations between local election organizers are between the General Elections Commission of NTT, Election Supervisory Agency of NTT, and local media. The purpose of this study is to provide comprehensive knowledge and understanding of the dynamics of communication between institutions as well as the model of communication interrelation between regional election administrators in an effort to reduce abstentions and deconstruct the interrelation model of communication between these institutions. The researcher used several domains or concepts, namely the strategic issues of the institution and the accommodation theory of communication between institutions which were supported by rational choice institutionalism approaches to explore the extent of which the General Elections Commission NTT, Election Supervisory Agency NTT, and local media built a common path in reducing 2018 abstentions in regional elections of NTT province. In this study, the researcher used a case study research method and the results were presented descriptively. Based on the results of the research, it shows that each institution has the willingness to open up and cooperate even though it is still an authority relationship due to the unavailability of a good system support.
