ANALISIS PENGARUH KEMANDIRIAN KEUANGAN DAERAH, ALOKASI BELANJA MODAL, JUMLAH PENDUDUK MISKIN, DAN RASIO GINI TERHADAP INDEKS PEMBANGUNAN MANUSIA PROVINSI JAWA TIMUR TAHUN 2011-2016

Penelitian ini bertujuan untuk mengetahui pengaruh kemandirian keuangan daerah, alokasi belanja modal, jumlah penduduk miskin, dan rasio gini terhadap Indeks Pembangunan Manusia di 38 kabupaten/kota di Provinsi Jawa Timur tahun 2011-2016. Alat analisis yang digunakan dalam penelitian ini adalah regresi data panel dengan teknik estimasi Fixed Effect Model (FEM). Hasil penelitian menunjukkan adanya pengaruh positif dan signifikan variabel kemandirian keuangan daerah, alokasi belanja modal dan rasio gini terhadap IPM. Sementara itu, variabel jumlah penduduk miskin terbukti berpengaruh secara negatif dan signifikan terhadap IPM 38 kabupaten/kota di Provinsi Jawa Timur tahun 2011-2016.

This study aims to determine the effect of regional financial independence, the allocation of capital expenditure, the number of poor people, and gini ratio on Human Development Index in 38 districts / cities in East Java Province in 2011-2016. This study used panel data regression in Fixed Effect Model (FEM) estimation technique to analyze the data. The results of the study indicate a positive and significant influence on the variables of regional financial independence, capital expenditure allocation and the ratio of Gini to HDI. Meanwhile, the variable number of poor people proved to have a negative and significant effect on the HDI of 38 districts / cities in East Java Province in 2011-2016.
