Tantangan terbesar KPU sebagai penyelenggara pemilu adalah mendorong partisipasi masyarakat menggunakan hak pilih dalam pemilu. Penelitian ini bertujuan mengkaji faktor-faktor yang berpengaruh terhadap rendahnya kehadiran pemilih dalam Pemilihan Kepala Daerah (Pilkada) Kabupaten Pati. Kekontrasan yang terjadi jika dibandingkan dengan partisipasi pada Pemilihan Legislatif (Pileg) dan Pemilihan Presiden (Pilpres) yang selalu tinggi membuat fenomena ini semakin menarik untuk diteliti. Metode penelitian yang digunakan adalah kualitatif dengan format desain penelitian explorative. Pengumpulan data bersumber dari buku, jurnal, dokumen, hasil survei serta wawancara dengan pihak terkait. Hasil penelitian menunjukkan bahwa faktor utama yang menyebabkan rendahnya partisipasi pemilih pada Pilkada Kabupaten Pati adalah adanya perbedaan faktor kepentingan partai politik dalam setiap pemilihan. Pada Pileg dan Pilpres partai politik lebih berkepentingan jika dibandingkan pada saat Pilkada. Selain itu adanya kekecewaan masyarakat, rendahnya kesadaran politik, serta berbagai konteks lokal yang berkembang juga berpengaruh terhadap rendahnya partisipasi pemilih. Hal tersebut menggiring peneliti pada sebuah kesimpulan, bahwa pada dasarnya masyarakat Kabupaten Pati berkarakter budaya politik subjek/pasif. Penting diterapkan pendidikan politik secara kontinyu sebagai upaya mengubah orientasi pemilih yang semula pasif dan mudah dimobilisasi menjadi perilaku yang mandiri/berkarakter partisipan.

The biggest challenge for the electoral commission as an election organizer is to encourage public participation exercise their voting right in the election. This research aims to examine the factors that influence the less presence of voters in the Election of Regional Head (Pilkada) in Pati Regency. The distinction that occur when compared with the participation in the Legislative Election (Pileg) and Presidential Election (Pilpres) which is getting higher attention from the society is more interesting to learn. The research method that used in this research is qualitative with an explorative research design format. The data collection is sourced from the books, journals, documents, the survey results and interview with related parties. The results showed that the main factor of causing low voter participation in the Pati Regency is the difference of political parties interest in each election. In the legislative election and presidential election, have more interest if it compared with the Regional Head election (Pilkada). Other than that, the existence of community disappointment, low political awareness, and various developing local contexts also influenced the low of voter participation. This led the researcher to a conclusion that basically people in Pati Regency have the passive characteristic and political culture. It is important to apply political education continuously as an effort to change the orientation of voters who were initially passive and easily mobilized into independent/participant characteristics.
