SISTEM KOMUNIKASI DALAM PENGELOLAAN DANA DESA DI DESA SAMBUNGMACAN KABUPATEN SRAGEN

Keprihatinan pemerintah terhadap tingginya angka kemiskinan di Indonesia menjadi alasan di sahkannya UU No 6 Tahun 2014 tentang Desa. Desa diberikan kesempatan untuk mengurus tata pemerintahannya sendiri dan pelaksanaan pembangunan untuk meningkatkan kesejahteraan serta kualitas hidup masyarakat desa melalui program Dana Desa. Akan tetapi prinsip good governance dalam pengelolaan Dana Desa masih belum banyak diterapkan. Penelitian ini akan menganalisis bagaimana sistem komunikasi antar aktor desa dalam menjalankan program Dana Desa dan bagaimana pendekatan komunikasi pengelolaan Dana Desa berdasarkan pelaksanaan audit komunikasinya. Penelitian ini menggunakan metode deskriptif kualitatif untuk memperoleh gambaran yang komprehensif dan mendalam tentang sistem komunikasi dalam pengelolaan Dana Desa di Desa Sambungmacan, Kecamatan Sambungmacan, Kabupaten Sragen. Hasilnya menunjukkan bahwa dalam menciptakan komunikasi efektif antar aktor desa, dibutuhkan sinergitas dan keterlibatan seluruh aktor desa. Kekosongan salah satu jabatan dapat menghambat proses komunikasi, baik komunikasi secara horizontal maupun secara vertikal. Pada komunikasi interanal pemerintahan desa, BPD tidak lebih proaktif dari Kepala Desa dan terjadi rangkap jabatan, dimana Kaur Umum sekaligus menjabat Bendahara Desa. Pada komunikasi eksternal, diketahui bahwa Kepala Desa melakukan intervensi dalam pemilihan LP2MD. Pada proses audit komunikasi Dana Desa, pemerintah desa lebih memfokuskan pada pembuatan laporan pertanggungjawaban secara vertikal kepada Bupati, karena dengan asumsi akan berdampak pada perolehan Dana Desa pada periode selanjutnya. Rendahnya kontrol dan partisipasi masyarakat menyebabkan rendahnya keterbukaan pengelolaan Dana Desa kepada masyarakat. Aktor-aktor desa sebagai pengelola Dana Desa belum sepenuhnya melakukan pemberdayaan dan melibatkan masyarakat dalam setiap tahap pengelolaan Dana Desa.

The Government's concern for the high number of poverty in Indonesia has been the reason for the Law No 6 of 2014 about the village. The village is given the opportunity to take care of its own governance and implementation of development to improve the welfare and quality of life of the village community through the Dana Desa program. However, the principles good governance in Dana Desa management is still not widely implemented. This research will analyse how the communication system between village actors in Dana Desa program and how the Dana Desa management approach is based on the implementation of its communications audit. This research uses a qualitative descriptive method to obtain a comprehensive and in-depth description of the communication system in the management of Dana Desa in Sambungmacan Village, Sambungmacan Sub District, Sragen District. The results show that in creating effective communication between village actors, it takes synergity and involvement of all village actors. The vacancy of one position can impede the communication process, either horizontally or vertically. In internal communications of village governance, BPD was not more proactive than the Head of the village and there was a double position, where the head of general affair also served village treasurer. In external communication, it is known that the Village Head intervened in the selection of LP2MD. In the process of communication audit of Dana Desa, the village government focuses more on the development of a vertical accountability report to the regent, because assuming it will impact on the acquisition of Dana Desa in the next period. The lack of control and community participation led to the lack of openness to the management of Dana Desa. Village actors as managers of the Dana Desa have not fully empowered and involved communities in every stage of the Dana Desa management.
