Tesis ini dimaksudkan untuk mengkaji proses penataan dan penentuan Daerah Pemilihan (Dapil) DPRD di Kabupaten Kulon Progo dan Kabupaten Gunungkidul pada Pemilu 2019 oleh KPU RI. Setiap menjelang pemilu, selalu terjadi tarik menarik kepentingan dalam pembuatan dapil. Tarik menarik tersebut melibatkan partai politik yang memiliki kepentingan langsung dengan pembuatan dapil. Dengan demikian pembentukan daerah pemilihan dalam pemilu legislatif merupakan sesuatu yang kompleks sekaligus berisiko, karena daerah pemilihan merupakan arena kompetisi partai politik dan calon anggota legislatif untuk memperebutkan suara pemilih. Tarik menarik kepentingan dalam membuat dapil seringkali menimbulkan beberapa permasalahan, diantaranya adalah harga kursi tiap dapil yang berbeda, wilayah dapil yang terpisah, perbedaan alokasi kursi yang mencolok, dan keterwakilan masyarakat yang tidak terakomodasi. Permasalahan tersebut muncul dikarenakan pembuatan dapil tidak memperhatikan prinsip-prinsip pembuatan dapil. Hal tersebut bertentangan dengan amanat Undang-Undang Nomor 7 Tahun 2017 tentang Penyelenggaraan Pemilu. Bagaimana proses pembuatan dapil DPRD Pemilu 2019 oleh KPU Kabupaten Kulon Progo dan KPU Kabupaten Gunung Kidul? Apa faktor yang menjadi latar belakang proses pembuatan dapil? Untuk menjawab pertanyaan besar itu, studi yang menggunakan metode kualitatif ini memaparkan penataan dan pembutan dapil di level Kab/kota. Ada tiga faktor yang mempengaruhi pembuatan dapil di level kab/kota, pertama adalah penerapan prinsip-prinsip dalam pembuatan dapil. Kedua pada aspek teknis yaitu kapasitas teknis penyelenggara pemilu. Ketiga, aspek politik dimana peran parpol dalam pembuatan dapil masih dominan dalam menentukan. Hasil penelitian menunjukkan bahwa pembuatan dapil dilakukan hanya persoalan teknikalitas semata. Pembuatan dapil hanya menyeseuaikan parameter teknis prinip-prinsip pembuatan dapil. Kedua, secara teknis, penyelenggara pemilu kurang memiliki kompetensi sebagai pembuat dapil. Ketiga, pada aspek politik keterlibatan parpol dalam penentuan dapil terlalu dominan sehingga perlu dirumuskan kembali perannya. Dengan demikian, melalui kajian pembuatan dapil di level Kab/kota ini dapat direkomendasikan mekanisme pembuatan dapil yang dapat mengakomodasi seluruh kepentingan bagi terwujudkan pembuatan dapil yang ideal.

This thesis is intended to examine the process of structuring and determining the Electoral District (Redistricting) of DPRD in Kulon Progo Regency and Gunungkidul Regency in the 2019 Election by the KPU RI. Every time before the election, there is always an interest in the making of electoral districts. Thus the formation of electoral districts in legislative elections is something complex and risky at the same time, because the electoral district is an arena of competition for political parties and legislative candidates to fight for the votes. Interest in making electoral districts often raises several problems, including the price of seats in different electoral districts, separate electoral districts, striking differences in seat allocations, and community representation that are not accommodated. What is the process of Redistricting in 2019 Election DPRD electoral districts by Kulon Progo Regency KPU and Gunung Kidul Regency KPU? What factors are the background of the redisticting process? To answer this big question, studies using this qualitative method describe the redisticting at the district/city level. There are three factors that influence the making of electoral districts at the district/city level, first is the Application of Principles in Making Electoral Districts. Second on the Technical Aspect, namely the technical capacity of the election organizers. Third, the Political Aspect where the role of political parties in making electoral districts is still dominant in determining. The results of the study indicate that the making of electoral districts is only a matter of technicality. Making electoral districts only adjusts the principles technical parameters of electoral districts. Second, technically, election organizers lack the competence as boundary delimitation makers. Third, on the political aspect the involvement of political parties in determining districting is too dominant, so its role needs to be reformulated. Thus, through the study of redistricting at the district/city level, a mechanism for electoral preparation can be recommended that can accommodate all interests for the realization of ideal districting.
