Implementasi Kebijakan Angkutan Jalan Perintis di Provinsi Kalimantan Timur

Implementasi kebijakan merupakan tahap yang penting dalam menentukan berhasil tidaknya suatu kebijakan publik. Adanya mekanisme penyampaian (delivery mechanism) yang tidak tepat berdampak pada keberhasilan implementasi kebijakan. Kebijakan penyediaan layanan angkutan jalan perintis berbeda dengan penyelenggaraan angkutan umum perkotaaan lainnya. Kondisi wilayah dengan infrastruktur yang buruk, serta keterisolirnya wilayah menjadi tantangan dalam implementasi kebijakan ini. Penelitian ini dilakukan secara kualitatif melalui wawancara, observasi, review regulasi dan dokumentasi. Pemilihan informan dilakukan secara purposive sampling, dimana peneliti bisa memilih responden dengan memandang kapasitas dari responden terhadap topik dalam penelitian ini. Dua lembaga pada level taktis dan operasional menjadi objek dalam penelitian ini. Pengambilan data di lapangan dilakukan pada pertengahan tahun 2018 dan dilakukan analisis dengan data sekunder serta wawancara terhadap para pakar transportasi di tahun 2019. Hasil penelitian menunjukan bahwa Direktorat Jenderal Angkutan Darat, Balai Pengelola Transportasi Darat Wilayah XVII , dan Perum Damri Cabang Samarinda merupakan implementor pada level strategic, teknis, dan operasional. Terdapat beberapa faktor yang mempengaruhi keberhasilan implementasi kebijakan angkutan jalan perintis di Priovinsi Kalimantan Timur dilihat dari isi kebijakan, sumber daya, komunikasi, dan kondisi geografi. Temuan penelitian ini adalah terdapat beberapa hal yang mesti diperbaiki pada implementasi kebijakan dari aspek tata kelola (pengawasan,penyediaan, pembiayaan), serta operasional terutama pada kesesuaian armada yang digunakan. Mengingat keunikan dari angkutan jalan perintis itu sendiri dan keberlanjutan kebijakan ini.

Policy implementation is an important stage in determining the success or failure of a public policy. The existence of inappropriate delivery mechanisms will have an impact on the success of policy implementation. The policy of providing "perintis" road transport services is different from the implementation of other urban public transportation. The condition of the region with poor infrastructure, as well as the isolation of the region is a challenge in implementing this policy. This research was conducted qualitatively through interviews, regulatory reviews and documentation. The selection of informants was done by purposive sampling, where researchers could choose respondents by looking at the capacity of respondents to the topics in this study. Two institutions at the tactical and operational level were the objects in this study. Data collection in the field was conducted in mid-2018 and analyzed with secondary data and interviews with transportation experts in 2019. The results of the study show that the Directorate General of Land Transport, the Center for Land Transportation Management of the XVII Region, and the Perum Damri Samarinda Branch are implementers at the tactical level, and operational level. There are several factors that influence the success of the implementation of the "perintis" road transport policy in East Kalimantan Province seen from the contents of policy, resources, communication, and geographical conditions. The findings of this study are that there are several things that must be corrected in the implementation of policies from the aspects of governance (supervision, provision, financing), as well as operations, especially on the suitability of the fleet used. Given the uniqueness of the "perintis" road transport itself and the sustainability of this policy.
