EVALUASI KEBERHASILAN IMPLEMENTASI SISTEM INFORMASI MANAJEMEN PUSKESMAS (SIMPUS) MENGGUNAKAN METODE UNIFIED THEORY OF ACCEPTANCE AND USE OF TECHNOLOGY (UTAUT) DI PUSKESMAS MERGANGSAN YOGYAKARTA

Latar Belakang : Puskesmas Mergangsan telah menerapkan inovasi kebijakan Sistem E-Rekam Medis Puskesmas Mergangsan (SEMAR) sejak Bulan Juli 2018 menggunakan SIMPUS milik Dinas Kesehatan Kota Yogyakarta. Namun masih terdapat bagian yang belum menerapkan SEMAR, sehingga pengguna harus melaksanakan double entry pada SIMPUS dan rekam medis manual karena menu dalam SIMPUS belum dapat mendukung penerapan SEMAR. Keberhasilan implementasi sistem dapat dipengaruhi oleh perilaku penggunanya. Peneliti ingin mengetahui keberhasilan implementasi SIMPUS dengan mengevaluasi SIMPUS menggunakan model Unified Theory of Acceptance and Use of Technology. Tujuan : Mengetahui keberhasilan implementasi sistem informasi manajemen puskesmas ditinjau dari aspek penerimaan dan penggunaan oleh petugas. Metode : Jenis penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan dengan wawancara dan observasi di puskesmas. Seubjek dalam penelitian ini adalah 9 pengguna SIMPUS. Objek penelitian ini adalah SIMPUS. Uji keabsahan data menggunakan triangulasi sumber. Hasil : Hasil penelitian ini SIMPUS telah memenuhi ekspektasi kinerja pengguna di bagian pendaftaran, BP Umum, BP anak, BP lansia, dan farmasi namun belum memenuhi espektasi kinerja pengguna di bagian KIA, Gigi, Psikologi dan Laboratorium. SIMPUS telah memenuhi ekspektasi usaha pengguna. Pengaruh sosial penggunaan SIMPUS sangat dipengaruhi oleh Dinas Kesehatan Kota Yogyakarta dan kebijakan Kepala Puskesmas. Kondisi fasilitasi sudah memadai. Secara keseluruhan implementasi SIMPUS sudah berhasil karena pengguna memberikan respon positif terhadap penerimaan dan penggunaan SIMPUS di Puskesmas Mergangsan. Kesimpulan : Keberhasilan implementasi SIMPUS di Puskesmas Mergangsan dapat ditentukan dari berhasilnya implementasi kebijakan Sistem E-Rekam Medis Puskesmas Mergangsan (SEMAR) yang dapat memenuhi ekspektasi kinerja dan ekspektasi usaha pengguna SIMPUS serta didukung dengan adanya pengaruh sosial dan kondisi fasilitasi pengguna. Pengembangan menu maupun fitur pada SIMPUS khususnya pada bagian klinik gigi, KIA, psikolog, dan laboratorium sebaiknya segera diselesaikan agar dapat menunjang implementasi SEMAR.

Background : Puskesmas Mergangsan has implemented innovation to E-Medical Record System Policy of Puskesmas Mergangsan since July 2018 uses SIMPUS who belonging to the Yogyakarta City Health Office.However, there are still sections that have not implemented SEMAR, so users have to do a double entry on SIMPUS and manual medical records because the menu in SIMPUS has not been able to support the implementation of SEMAR. The success of system implementation can be affected by users behaviour. Researcher wants to understand the success of implementation of SIMPUS by doing evaluation of SIMPUS using the Unified Theory of Acceptance and Use of Technology models. Objetive : To find out the successful implementation of the Puskesmas management information system in terms of the aspects of acceptance and use by officers. Methods : This type of research is a qualitative study with case study approach. Data collection was carried out by interviews and observations at puskesmas. The subjects in this study were 9 SIMPUS users. The object of this research is SIMPUS. Test the validity of the data using source triangulation. Result : The results of this study is SIMPUS have supported the expectations of users in the registration section,BP general, BP children, BP lansia, and pharmacy but it has not met user performance expectations in the KIA, dental, psychology and laboratory sections. SIMPUS has fulfilled the user's effort expectations. The social influence of the use of SIMPUS is strongly influenced by the Yogyakarta City Health Office and the policies of the Head of the Puskesmas. Facilitation conditions are sufficient. Overall the implementation of SIMPUS has been successful because the user gave a positive response to the acceptance and use of SIMPUS at the Puskesmas Mergangsan. Conclusion : The success of SIMPUS implementation in Puskesmas Mergangsan can be determined from the successful implementation of the E-Medical Record System of Puskesmas Mergangsan (SEMAR) which can meet SIMPUS users' performance expectations and effort expectations and is supported by social influences and user facilitation conditions. We reccomend that the development of menus and features on SIMPUS especially in the dental clinics, KIA, psychologists, and laboratories should be resolved immediately in order to support the implementation of SEMAR.
