Fenomena Calon Tunggal Dalam Pemilihan Kepala Daerah (Latarbelakang Kemunculan Calon Tunggal di Pilkada Kabupaten Tasikmalaya Tahun 2015)

Penelitian ini membahas mengenai fenomena calon tunggal dalam pemilihan kepala daerah. Kasus yang digunakan oleh penulis dalam penelitian ini adalah mengenai calon tunggal yang terjadi di Pilkada Kabupaten Tasikmalaya yang hanya diikuti oleh petahana pasangan Uu Ruzhanul Ulum dan Ade Sugianto. Penelitian yang dilakukan ini bertujuan untuk mengetahui bagaimana latar belakang kehadiran petahana pasangan Uu Ruzhanul Ulum dan Ade Sugianto sebagai kandidat tunggal dalam pemilihan kepala daerah di Kabupaten Tasikmalaya Tahun 2015. Untuk mengkerangkai penelitian ini penulis menggunakan teori seleksi kandidat (kandidasi) dalam pemilihan kepala daerah untuk menggambarkan proses politik yang terjadi selama proses pencalonan menjelang pelaksanaan pilkada. Adapun metode penelitian yang digunakan untuk menjawab penelitian ini adalah metode penelitian kualitatif dengan pendekatan studi kasus. Sedangkan, teknik pengumpulan data dilakukan melalui wawancara secara langsung dengan berbagai narasumber dan sumber data sekunder yang relevan dengan penelitian ini. Dari hasil penelitian ini menunjukan bahwa ini selama proses pencalonan telah hadir calon penantang yang akan bersaing dengan pasangan Uu Ruzhanul Ulum dan Ade Sugianto. Akan tetapi, mendekati masa pendaftaran calon penantang membatalkan pencalonannya karena telah terjadi kesepakatan dengan elit-elit partai politik untuk tidak mendaftar. Sehingga latar belakang pasangan petahana Uu Ruzhanul Ulum dan Ade Sugianto hadir sebagai kandidat tunggal adalah karena adanya kesepakatan yang terjadi diantara elit-elit yang tidak mendukung pencalonan Uu Ruzhanul Ulum dan Ade Sugianto untuk tidak mendaftar di pilkada. Elit-elit partai politik ini mendorong agar Pilkada Kabupaten Tasikmalaya hanya diikuti oleh satu pasang calon sehingga menjadi ditunda di Pilkada Serentak 2017. Batalnya calon penantang mendaftarkan pencalonannya pada pilkada 2015 secara langsung menjadi penyebab pasangan Uu Ruzhanul Ulum dan Ade Sugianto hadir sebagai calon tunggal di Pilkada Kabupaten Tasikmalaya 2015.

This research deals with the phenomenon of a single candidate in the election of the head of the region. The case used by the author in this study is about the single candidate that happened in Tasikmalaya Regency Elections that followed only by place of death the couple Uu Ruzhanul Ulum and Ade Sugianto. This research aims to find out how the background presence of spouse's place of death Uu Ruzhanul Ulum and Ade Sugianto as a single candidate in the election of the head of the Tasikmalaya Regency area in the year 2015. For frames the research the author uses the theory of candidate selection (candidacy) in the selection of head region to describe the political process taking place during the candidature process towards the implementation of the elections. As for the research methods used to answer this research is qualitative research method with approach case studies. While, the technique of data collection through interviews done directly with the various resource and secondary data sources that are relevant to this study. From the results of this study suggest that this nomination has been present during the process of prospective challengers who will compete with couples Uu Ruzhanul Ulum and Ade Sugianto. However, approaching the registration period, the prospective challenger to cancel his candidacy because it has happened with the elite-the elite political party not to sign up. So the couple's place of death, background Uu Ruzhanul Ulum and Ade Sugianto is present as a single candidate was because of a deal that took place among the elites who did not support the nomination of Uu Ruzhanul Ulum and Ade Sugianto not to enroll in the the elections. Elites political party Elections encourages this Tasikmalaya Regency only followed by a pair of aspiring to become suspended in the Concurrent Elections 2017. An aborted prospective challengers to register his candidacy on the 2015 elections directly into the cause spouses Uu Ruzhanul Ulum and Ade Sugianto present as the single candidate in Tasikmalaya Regency 2015 Elections.
