ADVOKASI HAK KESEHATAN REPRODUKSI TERHADAP KELOMPOK MARGINAL PEREMPUAN PEKERJA SEKS (P3SY) DALAM UPAYA PENANGGULANGAN HIV/AIDS D. I. YOGYAKARTA (Studi Kasus: LSM PKBI D.I YOGYAKARTA)

Isu kesehatan reproduksi menjadi hal yang jarang untuk perbincangan diberbagai kalangan. Program-program kesehatan reproduksi yang selama ini belum menjangkau semua kalangan terutama komunitas pekerja seks. Dalam hal ini adanya sebuah upaya advokasi yang dilakukan oleh LSM PKBI dengan mengangkat isu kesehatan reproduksi dan keterjangkauan komunitas pekerja seks. Penelitian ini bertujuan memberikan informasi dan mengetahui hasil advokasi yang dilakukan LSM PKBI dan melihat perubahan dan respon komunitas di sebuah lokasi prostitusi dalam advokasi isu hak kesehatan reproduksi terhadap komunitas pekerja seks di D.I Yogyakarta. Metode penelitian dalam penulisan ini menggunakan metode penelitian kualitatif studi kasus, berfokus pada advokasi yang dilakukan LSM PKBI terkait isu hak kesehatan reproduksi kelompok perempuan pekerja seks. Dalam penelitian ini menggunakan kerangka teori advokasi oleh Dubois, melihat para pekerja sosial khususnya LSM sebagai penghubung antara kelompok marginal dalam menjangkau sumber daya/hak. Dalam hal ini PKBI sebagai pekerja sosial yang menjembatani atau melakukan advokasi kesehatan repoduksi perempuan pekerja seks, LSM PKBI menjadi penghubung antara pemerintah dan P3SY dalam mendapatkan layanan kesehatan reproduksi untuk penanggulangan HIV/AIDS. Dalam hasil temuan lapangan keberhasilan advokasi LSM PKBI adalah mampu meloby Dinas Kesehatan hingga membentuk POKJA Kesepakatan 100% kondom. Namun dari hal tersebut malah menimbulkan permasalahan dampak lingkungan, hingga sekarang belum adanya penanganan serius. Dalam hasil penelitian, perlunya kebijakan dan penanganan terkait sampah kondom yang selama ini merusak saluran perairan di Pasar kembang. Dengan ini dapat menjadi acuan dalam kebijakan penanganan dan peningkatan program kesehatan reproduksi perempuan pekerja seks serta berdampak dalam upaya pengurangan infeksi HIV/AIDS Yogyakarta.

The issue of reproductive health is something that is lacking for discussion in various circles. Reproductive health programs that have not reached all groups, especially the sex worker community. In this case an advocacy effort was carried out by the PKBI NGO by raising the issue of reproductive health and affordability of the sex worker community. This study aims to provide information and find out the results of advocacy carried out by the PKBI NGO and see the changes and responses of the community in a prostitution location in advocating the issue of reproductive health rights to the sex worker community in D.I Yogyakarta. The research method in this paper uses a case study qualitative research method, focusing on advocacy carried out by the PKBI NGO regarding the issue of reproductive health rights for women sex workers. In this study Dubois used a theoretical framework for advocacy, seeing social workers especially NGOs as a liaison between marginalized groups in reaching out to resources / rights. In this case PKBI as a social worker who bridges or advocates for the health of the reproduction of female sex workers, PKBI NGO becomes a liaison between the government and P3SY in obtaining reproductive health services for HIV / AIDS prevention. In the field findings of the successful advocacy of the PKBI NGO, it was able to lobby the Health Office to form a 100% Condom Agreement POKJA. But from this matter it actually raises environmental impact problems, until now there has been no serious handling. In the results of the study, the need for policy and handling related to condom waste which had been damaging the waterways in the Flower Market. With this can be a reference in the policy of handling and improving the reproductive health program of female sex workers as well as having an impact in efforts to reduce HIV / AIDS infection in Yogyakarta.
