Persiapan Perubahan Rekam Medis Konvesional Menjadi Rekam Medis Elektronik (RME) Di Puskesmas Ngaglik II Sleman

Latar Belakang: Penerapan rekam medis elektronik akan mempermudah proses pelayanan terhadap pasien sehingga pekerjaan yang dilakukan akan lebih efektif dan efisien. Puskesmas Ngaglik II merencanakan untuk menggunakan rekam medis elektronik sejak awal 2018. Untuk rencana pelaksanaannya diperkirakan pada pertengahan menjelang akhir 2019. Tujuan: Mengidentifikasi persiapan yang dilakukan ditinjau dari unsur 5M dan mengetahui hambatan dalam perencanaan penerapan rekam medis elektronik. Metode: Jenis penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif dan rancangan penelitian studi kasus. Subjek penelitian adalah tiga belas koordinator unit Puskesmas Ngaglik II. Objek penelitian yaitu persiapan penerapan rekam medis elektronik. Teknik pengambilan data menggunakan teknik wawancara dan observasi. Hasil: Persiapan yang sudah dilakukan Puskesmas Ngaglik II dari unsur man yaitu melakukan pelatihan kepada petugas sebanyak 2 kali. Dari unsur machine yaitu melakukan perubahan SIMPUS serta melakukan penambahan daya jaringan dan jumlah router. Persiapan dari unsur materials belum terpenuhi. Dari unsur methods yaitu menggunakan password bagi setiap pengguna sebagai upaya menjaga keamanan data. Persiapan dari unsur money yaitu menyediakan anggaran untuk perubahan SIMPUS. Hambatan yang ditemui dalam persiapan yaitu rendahnya komitmen petugas dalam melengkapi rekam medis dan menggunakan komputer. Kesimpulan: Persiapan yang sudah dilakukan oleh Puskesmas Ngaglik II jika ditinjau dari unsur manajemen 5M baru terpenuhi 4 unsur saja yaitu man, machine, methods, dan money. Hambatan yang dirasakan selama melakukan persiapan yaitu rendahnya komitmen dan kompetensi petugas, belum tercukupinya kebutuhan komputer di setiap unit karena keterbatasan anggaran, jaringan internet yang masih kurang lancar khususya di gedung baru.

Methods: This type of research uses descriptive research with a qualitative approach and case study research design. This subjects if this research were thirteen coordinators unit of the Ngaglik II Health Center. The object of the research is the preparation of the application of electronic medical record. Data collection techniques using interview and observation techniques. Results: Planning for the use of RME has existed since 2018 before the Health Center accreditation has been implemented and is planned to be implemented by the end of 2019. Preparation that have been done by the Ngaglik II Health Center from the element of man is to conduct training to the officers twice. From the machine elements is to make changes to SIMPUS and make additional network power and number of routers. Preparations from the materials element have not been fulfilled. Preparation of methods, namely by using a password for each user in an effort to maintain data secure. Preparation of the element of money is to provide a budget for SIMPUS changes. The obstacles that is seen and using computers. Conclusion: Preparations that have been made by the Ngaglik II Health Center viewed from the 5M management elements were only fulfilled 4 elements, namely man, machine, methods, and money. The obstacles that is seen during preparation were the low commitment and competency of the officers, insufficient computer needs in each unit due to budget constraints, the internet network that was still not smooth enough especially in the new building.
