ANALISIS DAN EVALUASI SISTEM INFORMASI RUMAH SAKIT DR. SARDJITO YOGYAKARTA

Dalam pengembangan Sistim Informasi Manajemen Rumah Sakit (SIM-RS) diperlukan suatu perencanaan yang mencakup infrastruktur dan aplikasi sistem teknologi informasi (TI) dimana proses awalnya adalah mengenal lebih dalam apa yang menjadi kebutuhan utama dari RS dan konsumen (Knowledge Building). Sehingga diharapkan akan diketahui kebutuhan dan prioritas apa yang dibutuhkan. Proses ini disebut blueprint (cetak biru) atau master plan (perencanaan utama). Penelitian ini bertujuan untuk dapat membuat suatu blueprint (cetak biru) atau master plan yang tepat bagi RS DR Sardjito Yogyakarta, sehingga pengembangan selanjutnya dapat berjalan secara terarah dan dapat merancang suatu sistem informasi yang sesuai dengan kondisi rumah sakit DR Sardjito Yogyakarta, sehingga SIM-RS dapat berjalan sesuai dengan yang diharapkan manajemen maupun konsumen. Penelitian dilakukan dengan melakukan analisis dan evaluasi SIM-RS DR. Sardjito Yogyakarta yang ada dengan melakukan observasi secara langsung kepada pihak manajemen Rumah Sakit, serta menyebarkan kuisioner sebagai data pendukung untuk mengetahui sejauh mana efektifitas Sistem SIM-RS yang ada serta harapan para karyawan sebagai pengguna sistem informasi terhadap SIM-RS Hasil analisis dan evaluasi yang dapat diambil adalah SIM-RS DR. Sardjito saat ini tidak mempunyai tujuan yang sangat jelas, belum berjalan secara keseluruhan dan belum berjalan secara efektif dan efesien serta pendekatan kualitas belum dilaksanakan dengan baik. Hal ini dapat dilihat dengan adanya dua SIM-RS dari vendor yang berbeda. Masalah tersebut terjadi karena belum adanya perencanaan utama (Master Plan) sehingga tujuan dan pengembangan SIM-RS tidak terarah. Kesimpulan dan saran pada penelitian ini adalah dengan melakukan Integrasi sistem dari ke dua SIM-RS yang ada dan mengintegrasikan semua unit bisnis / instalasi sesuai dengan sistem informasi manajemen yang dibutuhkan, serta membuat master plan atau perencanaan SIM-RS yang berdasarkan misi,visi, strategi bisinis, kebutuhan yang di perlukan, sumber daya, keuangan, serta di kembangkan di masa datang sesuai dengan kemajuan teknologi informasi (TI).

In the Hospital Management Information System (HMIS) development needs a long term plan which covered the information technology system of infrastructure and application where the first step supposed to be done is to understand the basic needs of the Hospital and the Consumer (Knowledge Building). It is expected to be aware of the things that should be done and the priority needed. The process is called blue print or the master plan. This research purposes is to make a firm blue print or master plan for RS. DR. Sardjito Yogyakarta, so that for the next development may run by the procedure and may design an information system that suit to the RS DR. Sardjito’s condition, as well the HMIS could run as expected by the management and the consumer. Research is done by doing the analysis and evaluation to the existing HMIS DR. Sardjito Yogyakarta with direct observation to the Hospital management side, as well to spread out the questionnaire as the back up data to know how effective the HMIS was with the expectation of the employees as the user of the information system towards the HMIS. The analysis and evaluation result is that HMIS DR. Sardjito at the time being does not have a firm purpose, has not been fully implemented and not running effective and efficiently with quality monitoring not properly implemented. This could be seen from the existing of two different vendors of HMIS. It occurs since there has not been any Master Plan to cause the purpose and development of HMIS run without clear direction. The conclusion and suggestion in reference to this research is to Integrate the system of both existing HMIS and to integrate all the business unit / department according to management information system needed, as well to make a master plan or the HMIS plan base on the mission, vision, business strategy, needs, resources, financial and will be developed in the future accordingly with the development of the information technology (IT).
