Advocacy Process Carried Out by SAPDA in Advocating The Rights of Persons with Disabilities to Receive Reproductive Health Services

Kurangnya akses terhadap pelayanan kesehatan reproduksi yang layak masih dirasakan oleh golongan kelompok rentan, yaitu perempuan, penyandang cacat dan anak-anak. Terbatasnya perolehan informasi mengenai pemahaman tubuh, organ dan fungsi reproduksi menyebabkan mereka menjadi lebih rentan mengalami pelecehan seksual dan berbagai penyakit reproduksi. Hal ini disebabkan karena adanya konstruksi sosial yang mengasumsikan bahwa permasalahan kesehatan seksual adalah hal yang tabu untuk dibicarakan. Salah satu Lembaga Swadaya Masyarakat yang berupaya mengintegrasikan berbagai pendekatan, strategi serta mendukung persamaan hak asasi manusia adalah Sentra Advokasi Perempuan, Difabel dan Anak (SAPDA). Penelitian ini menjelaskan tentang proses advokasi SAPDA dalam membuat perubahan sosial untuk pemenuhan hak dalam mendapatkan layanan kesehatan reproduksi yang memadai untuk para kelompok rentan. Tujuan dari penelitian ini adalah untuk mengevaluasi proses advokasi yang dilakukan oleh SAPDA serta untuk menyoroti berbagai tantangan yang dihadapi oleh SAPDA dalam memberikan advokasi bagi para penyandang disabilitas. Penelitian ini bersifat penelitian kualitatif dengan menggunakan metode studi kasus dan menggunakan model "A" frame for Advocacy yang ditemukan oleh Johns Hopkins University. Dari hasil penelitian yang menggunakan wawancara mendalam, observasi, dan metode dokumentasi, ditemukan bahwa proses advokasi oleh SAPDA dimulai dari survei dasar, perancangan advokasi dan diskusi kelompok, pelatihan para pelatih, penentuan metode yang sesuai, menerapkan strategi advokasi, evaluasi, dan penilaian. Strategi advokasi SAPDA terdiri dari pendidikan, asosiasi, kampanye, dan konseling. Masalah-masalah yang sering dialami SAPDA ada pada beberapa pemangku kepentingan atau target advokasi yang masih belum memahami konsep disabilitas, dan juga beberapa keluarga dari pihak difabel masih menganggap bahwa mereka tidak memerlukan advokasi mengenai kesehatan reproduksi.

The lack to access proper reproductive health services were still felt by the vulnerable groups, which are women, persons with disabilities and children. The limited information about understanding the body, organs and reproductive functions cause them to become more vulnerable to experience sexual abuse and various reproductive diseases. This discrimination is due to the existence of social construction which assumes that the issues regarding sexual health are taboo. One of the Non-Governmental Organizations that has sought to integrate various approaches and strategies and stands for equal human rights is the Central Advocacy for Women, Persons with Disabilities and Children (SAPDA). This research explained about the advocacy process of SAPDA in making social changes to fulfill the rights to get adequate reproductive health services for the vulnerable group. The purpose of this research is to evaluate the advocacy process carried out by SAPDA as well as to highlight the challenges faced by SAPDA in giving the advocacy for persons with disabilities. This research is a qualitative study using a case study method and using "A" Frame Model of Advocacy found by Johns Hopkins University. From the results of the research used in the in-depth interview, observation, and documentation method, it was found that advocacy process by SAPDA begins with a baseline survey, arranging the advocacy material and focus group discussion, training of trainer, determination of appropriate methods, implementing advocacy strategies, evaluation, and assessment. The advocacy strategies of SAPDA are consist of education, associations, champaign, and counseling. The problems that are often experienced by SAPDA came from the stakeholders or the target advocacy who still do not understand the concept of disability, and also the some of the families from persons with a special ability still assume that they do not need advocacy regarding reproductive health.
