ANALISIS PENENTUAN STANDAR KEBUTUHAN BARANG MILIK DAERAH JENIS KOMPUTER DI PEMERINTAH DAERAH DAERAH ISTIMEWA YOGYAKARTA Aulia Dian Fiquraisin Magister Akuntansi Universitas Gadjah Mada [e-mail] Irwan Taufiq Ritonga Magister Akuntansi Universitas Gadjah Mada [e-mail] ABSTRAK Standarisasi kebutuhan barang milik daerah (BMD) merupakan faktor penting dalam perencanaan kebutuhan BMD, yaitu tahapan pertama dalam siklus pengelolaan BMD. BMD merupakan kekayaan atau aset daerah yang harus dikelola secara tertib dan baik agar dapat memberikan arti dan manfaat sebanyak-banyaknya, dan tidak hanya sebagai kekayaan daerah yang besar, tetapi juga harus dikelola secara efisien dan efektif agar tidak menimbulkan pemborosan serta harus dapat dipertanggungjawabkan. Dalam APBD, alokasi belanja modal BMD jumlahnya cukup signifikan, hal ini disebabkan setiap program dan kegiatan Organisasi Perangkat Daerah (OPD) memerlukan BMD, seperti: tanah, bangunan, komputer dan lain-lain. Kebutuhan BMD jeniskomputer di Pemda DIY dari tahun 2015 sampai dengan tahun 2017 terus meningkat hingga mencapai RP128.807.516.659,00. Sejalan dengan hal tersebut, Pemerintah Daerah DIY memerlukan sebuah kebijakan atau regulasi terkait dengan standar kebutuhan BMD sehingga terjadinya kekurangakuratan dalam menghitung kebutuhan BMD jenis komputer di Pemda DIY dapat dihindari. Tujuan penelitian ini adalah menganalisis penentuan standar kebutuhan BMD jenis komputer di Pemerintah Daerah Daerah Istimewa Yogyakarta. Penelitian ini menggunakan pendekatan kualitatif studi kasus dengan desain kasus tunggal dan memergunakan beberapa unit analisis, yaitu sebanyak 41 OPD di Pemda DIY. Penelitian ini menggunakan jenis data sekunder yang berasal dari dokumentasi dan data primer yang berasal dari pengumpulan data melalui Focus Group Discussion (FGD), survei melalui kuesioner dan online melalui google-formulir serta wawancara. Lingkup penelitian ini adalah Sekretariat OPD di seluruh Pemda DIY. Sekretariat ini terdiri dari tiga Subbagian, yaitu Subbagian Program, Data, dan Teknologi Informasi, Subbagian Keuangan, dan Subbagian Umum dan Kepegawaian. Berdasarkan hasil analisis data dan pembahasan dapat disimpulkan bahwa untuk menganalisis penentuan standar kebutuhan BMD jenis komputer di Pemda DIY dilakukan melalui tahap-tahap sebagai berikut:1) menentukan pemicu kebutuhan BMD; 2) menentukan kewajaran kebutuhan BMD, dan 3) menentukan standar BMD.

BMD is a regional asset or asset that must be managed in an orderly and good manner so that it can provide as much meaning and benefit as possible, and not only as a large regional wealth but must also be managed efficiently and effectively so that it does not cause waste and must be accountable. In the APBD, the allocation of capital expenditure for BMD is quite significant, this is because each program and activity of the Regional Devices Organization (OPD) requires BMD such as: land, buildings, computers and others. The need for BMD types of computers in the DIY Government from 2015 to 2017 continues to increase to reach Rp. 128,807,516,659.00. In line with this, the DIY Regional Government requires a policy or regulation related to the standard of BMD requirements so that the occurrence of inaccuracies in calculating BMD requirements for the type of computer in the DIY Government can be avoided. The purpose of this study was to analyze the standard determination of the need for BMD types of computers in the Regional Government of Yogyakarta . This study uses a qualitative case study approach with a single case design and uses several units of analysis, namely as many as 41 OPDs in the DIY Government. This research uses secondary data derived from documentation and primary data derived from data collection through the Focus Group Discussion (FGD), a survey through questionnaires and online through google-formulir and interview. The scope of this research is the OPD Secretariat in all DIY Local Governments. This Secretariat consists of three Subdivisions namely Program, Data and Information TechnologySubdivision, Financial Subdivision and General and Personnel Subdivisions. Based data analysis and discussion can be concluded that the standard needs to analyze the determination of the type of computer in local government BMD DIY done through the following stages: 1) determine the needs driver of BMD; 2) determine the reasonableness of BMD requirements, and 3) determine BMD standards.
