Implementasi Kebijakan Pemberdayaan Masyarakat Samin Di Kabupaten Blora

Masyarakat Samin merupakan masyarakat khas yang berasal dari daerah Blora,Pati dan Bojonegoro. Samin merupakan sebuah komunitas yang sampai saat ini masih teguh memegang ajaran dari leluhurnya dengan berbagai prinsip yang dianggap nyleneh (menyimpang) oleh masyarakat pada umumnya. Mereka yang dikenal dengan sebutan "Sedulur Sikep" (dari bahasa Jawa berarti "Sahabat Sikep" adalah sekelompok masyarakat yang berusaha menjalankan kehidupan sehari-hari sesuai dengan ajaran Samin Surosentiko. Pemerintah daerah Blora melihat potensi yang ada pada masyarakat Samin dan berencana untuk mengembangkan dan memberdayakan masyarakat Samin. Hal itu didasari karena ada beberapa masyarakat Samin yang beranggapan pada masa ini masih penjajahan maka mereka menunjukan sikap apatis dan rendahnya partisipasi masyrakat Samin terhadap kebijakan-kebijakan. Penelitian ini merupakan penelitian deskriptif kualitatif dengan teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Informan dalam penelitian ini sebanyak 21 orang yaitu 9 orang sedulur sikep, 3 orang perangkat desa Klopodhuwur, 5 orang masyarakat non samin, 4 orang dari pemerintah Blora. Hasil penelitian menunjukan bahwa partisipasi masyarakat Samin sebagian besar masih sangat rendah terhadap arah kebijakan dari pemerintah Blora. Hal ini disebabkan oleh beberapa faktor yaitu kurang informatif yaitu dimana pemerintah atau perangkat desa tidak mendistribusikan informasi kepada masyarakat Samin secara benar, selain itu adalah adanya sikap apatis yang memang ada pada keyakinan mereka. Selain itu adanya diskriminasi antara penduduk samin dan non-samin yang dilakukan oleh perangkat desa sehingga menambah sikap apatis dari masyarakat Samin tersebut.

The Samin community is a typical community from the Blora, Pati and Bojonegoro regions. Samin is a community that until now still adheres to the teachings of its ancestors with various principles that are considered to be "deviant" by society in general. They are known as "Sedulur Sikep" (from the Javanese language means "Sedulur Sikep") is a group of people who try to carry out daily life in accordance with the teachings of Samin Surosentiko. The Blora regional government sees the potential that exists in the Samin community and plans to develop and empower the Samin community. This is based on the fact that there are a number of Samin people who think that at this time they are still occupying. It is a challenge for the Blora regional government to empower and convince the Samin community that the government provides these policies for the benefit of the community. This research is a qualitative descriptive study with data collection techniques using observation, interviews and documentation. The informants in this study were 21 people, namely 9 people from sedulur sikep, 3 people from the village of Klopodhuwur, 5 people from the non-samin community, 4 people from the government of Blora. The results of the study show that the participation of the Samin community was largely still very low with regard to the policy direction of the Blora government. This is caused by several factors, namely less informative, namely where the government or the village apparatus does not distribute information to the Samin community correctly, besides that there is an apathy that really exists in their beliefs. In addition, there was discrimination between the residents of Samin and non-Samin conducted by the village apparatus, thus adding to the apathy of the Samin community.
