KINERJA DAN STRATEGI PENGEMBANGAN LEMBAGA KEUANGAN MIKRO AGRIBISNIS (LKMA) KABUPATEN GUNUNGKIDUL

2019 | Tesis | Magister Manajemen AgribisnisProgram Pengembangan Usaha Agribisnis Pedesaan (PUAP) merupakan salah satu program pemberdayaan masyarakat pedesaan melalui pemberian dana bantuan penguatan modal dalam bentuk Bantuan Langsung Masyarakat (BLM-PUAP) sebesar Rp. 100 juta/Gapoktan. Penyaluran dana pinjaman kepada petani dilakukan melalui Lembaga Keuangan Mikro Agribisnis (LKMA). Program PUAP dilaksanakan pemerintah guna mengatasi masalah utama petani yaitu lemahnya permodalan dan sulitnya mengakses permodalan. Tujuan penelitian ini adalah (1) mengetahui kinerja LKMA Kabupaten Gunungkidul, (2) Mengetahui tingkat efisiensi LKMA Kabupaten Gunungkidul, (3) Mengetahui hubungan antara kinerja dan efisiensi LKMA, dan (4) Merumuskan strategi alternatif dalam mengembangkan LKMA di Kabupaten Gunungkidul. Penelitian ini dilakukan pada 65 LKMA di Kabupaten Gunungkidul dipilih dengan menggunakan puposive sampling method. Kinerja LKMA dianalisis dengan menggunakan metode context, input, process dan product (CIPP). Pengukuran tingkat efisiensi LKMA menggunakan metode Data Envelopment Analysis (DEA), baik metode constant return to scale (CRS) dan variable return to scale (VRS) dengan orientasi output. Untuk mengetahui hubungan antara kinerja dan efisiensi LKMA dianalisis dengan rank spearman correlation. Untuk merumuskan strategi pengembangan LKMA dianalisis dengan menggunakan metode strenght, weakness, opportunity, and threats (SWOT). Hasil penelitian menunjukkan bahwa kinerja LKMA termasuk ke dalam kategori baik dengan total skor adalah 59,09. Berdasarkan perhitungan DEA-CRS sebanyak 13 LKMA (20%) telah efisiensi, sedangkan dengan perhitungan DEA-VRS terdapat sebanyak 19 LKMA (29,2%) efisien. Kinerja LKMA berkorelasi positif terhadap efisiensi LKMA. Strategi alternatif dalam pengembangan LKMA adalah turnaround yaitu strategi yang menggunakan aspek weakness dan opportunity (W-O) yang dimiliki oleh LKMA.
The Rural Agribusiness Development Program is one of the rural community empowerment programs through the provision of capital strengthening assistance funds in the form of Community Direct Assistance Rp. 100 million / farmer group. Distribution of funds to farmers must go through Agribusiness Microfinance Institutions (MFI-A). The RADP program is implemented by the government to address the main problems of farmers in the difficulty of accessing capital and the weak capital of micro-scale farmers. The objectives of this study were (1) to find out the performance of Gunungkidul Regency MFIA, (2) to determine the efficiency level of Gunungkidul Regency MFIA, (3) Know the relationship between performance and efficiency, and (4) Formulate alternative strategies in developing Gunungkidul Regency MFIA. This study was conducted at 65 MFIA in Gunungkidul Regency. The method in this study uses the context, input, process and product (CIPP) methods in measuring MFIA performance. Measuring the level of efficiency using the Data Envelopment Analysis (DEA) method uses the assumption of constant return to scale CRS and variable return to scale (VRS) with output orientation. To find out the relationship between performance and efficiency using Spearman rank correlation. Furthermore, in formulating a strategy to develop MFIA using the methods of strenght, weakness, opportunity, threats (SWOT). The results showed that the performance of MFIA was included in the good category with a total score of 59.09. Based on the calculation of DEA-CRS as many as 13 MFIA (20%) has been efficiency, whereas with the calculation of DEA-VRS there are 19 MFIA (29.2%) efficient. Performance appraisal has a positive correlation with efficiency. The alternative strategy in developing MFIA is included in quadrant III, namely the weakness-opportunity quadrant (W-O) using a turnaround strategy.
