KEBERLANJUTAN PROGRAM PARIWISATA BUDAYA (STUDI KASUS KAMPUNG SAMIN DI DESA KLOPODUWUR KECAMATAN BANJAREJO KABUPATEN BLORA)

Industri perjalanan dan wisata menjadi industri yang terbesar di dunia saat ini (Zolfani dkk, 2015). Fakta tersebut membuat Pemerintah Indonesia dari pusat hingga daerah, termasuk Pemerintah Kabupaten Blora berlomba mengembangkan sektor pariwisata. Pemerintah Kabupaten Blora sejak tahun 2014 menetapkan Kampung Samin sebagai destinasi unggulan dengan harapan mampu meningkatkan kesejahteraan masyarakat lokal serta mendorong pelestarian adat-istiadat dan budaya. Pada pengembangan awal, keberadaan Destinasi Wisata Kampung Samin tampaknya cukup menjanjikan. Namun pada beberapa waktu terakhir terdapat beberapa persoalan yang berkaitan dengan turunnya jumlah pengunjung, rusaknya infrastruktur pendukung pariwisata serta beberapa persoalan lain. Berdasarkan latar belakang persoalan tersebut, penelitian ini berusaha mengkaji bagaimana keberlanjutan Destinasi Wisata Kampung Samin dalam aspek sosial-budaya dan ekonomi. Beberapa teori yang menjelaskan tentang parwisata berkelanjutan digunakan oleh peneliti sebagai panduan untuk mengukur keberlanjutan destinasi wisata budaya tersebut dengan melalui penelitian kualitatif. Hasil penelitian menunjukkan terdapat beberapa persoalan serius yang terjadi di Destinasi Wisata Kampung Samin. Dalam aspek sosial-budaya : muncul konflik antara Komunitas Samin dengan Kepala Desa dan Ketua Pokdarwis yang menyebabkan berkurangnya peran Komunitas Samin, persoalan regulasi yang kurang mendukung, dan menurunnya aktivitas pokdarwis. Dalam aspek ekonomi beberapa persoalan yang mencolok adalah rusaknya infratsruktur pendukung pariwisata, UKM yang tidak tumbuh, jumlah pengunjung yang menurun dan beberapa persoalan yang lain. Namun terdapat beberapa hal yang patut disyukuri dalam perkembangan Destinasi Wisata Kampung Samin. Pelestarian adat-istiadat dan budaya Komunitas Samin tetap berjalan. Keunikan karakter budaya Komunitas Samin juga cukup menarik bagi pengunjung sehingga mereka tidak jera untuk datang kembali. Beberapa hal positif ini dapat menjadi peluang bagi pengembangan Kampung Samin di masa depan.

The travel and tourism industry is the largest industry in the world today (Zolfani et al., 2015). This fact makes the Indonesian Government from the center to the regions, including Blora Regency Government compete to develop the tourism sector. Blora Regency Government since 2014 has designated Kampung Samin as a leading destination with the hope of being able to improve the welfare of local communities and encourage the preservation of customs and culture. In the initial development, the existence of Samin Village Tourism Destinations seemed promising. However, in recent times there have been several problems related to the decline in the number of visitors, the destruction of tourism supporting infrastructure and several other issues. Based on the background of the issue, this study seeks to examine how the sustainability of Samin Village Tourism Destinations in socio-cultural and economic aspects. Some theories that explain sustainable tourism are used by researchers as a guide to measure the sustainability of cultural tourism destinations through qualitative research. The results of the study show that there are some serious problems that have occurred in Samin Village Tourism Destinations. In the socio-cultural aspect: there was a conflict between the Samin Community and the Village Chief and the Chair of the Pokdarwis which caused a reduction in the role of the Samin Community, less supportive regulatory issues, and a decline in Pokdarwis activities. In the economic aspect some of the striking issues are the destruction of tourism supporting infrastructure, small and medium enterprises that do not grow, the number of visitors decreases and several other problems. But there are some things that should be grateful for in the development of Samin Village Tourism Destinations. Preservation of customs and culture of the Samin Community continues. The unique character of the Samin Community culture is also quite interesting for visitors so they are not deterred from coming back. These positive things can be an opportunity for the development of Samin Village in the future.
