TATA KELOLA KOLABORATIF PEMBANGUNAN PARIWISATA BERBASIS MASYARAKAT DI KABUPATEN KULON PROGO (Kasus di Wisata Alam Kalibiru)

INTISARI Wisata Alam Kalibiru merupakan destinasi wisata di kabupaten Kulon Progo yang menonjolkan spot-spot foto dengan latar belakang panorama yang unik dan alami. Berawal dari inisiasi masyarakat setempat untuk memanfaatkan lahan hutan kemasyarakatan, Kalibiru berkembang menjadi destinasi tujuan wisata dengan tingkat kunjungan wisatawan yang tinggi dan meraih sejumlah prestasi hingga tingkat nasional. Dalam pencapaian keberhasilan tersebut, dibutuhkan pemikiran, tenaga, proses waktu yang tidak sebentar, dan dana yang tidak sedikit, serta dukungan pihak diluar Kalibiru, sehingga pengelola Kalibiru melakukan kolaborasi dengan pihak lain, yaitu pemerintah dan swasta. Penelitian ini merupakan penelitian deskriptif. Sumber data yang digunakan adalah sumber data primer dan sekunder, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian ini, yang pertama, menunjukkan bahwa tata kelola kolaboratif dapat mempengaruhi pengembangan pariwisata karena pariwisata bersifat melintas batas dan tidak dapat berjalan sendiri. Proses pengembangan pariwisata di Kalibiru telah membuktikan bahwa kolaborasi yang terjalin antara pihak-pihak pemangku kepentingan, yaitu pemerintah, swasta, dan masyarakat, telah memberikan manfaat bagi kemajuan sektor pariwisata. Kemudian ditemukan faktor-faktor pendukung dan penghambat terlaksananya proses kolaborasi. Faktor-fantor ini meliputi internal dan eksternal Kalibiru. Dan hasil selanjutnya, menunjukkan peranan modal sosial yang kuat dari masyarakat Kalibiru berupa kepercayaan, norma, dan jaringan, juga mempengaruhi keberhasilan dalam proses kolaborasi. Modal sosial tersebut menjadi dasar bagi masyarakat Kalibiru untuk berinteraksi dengan pihak-pihak pemangku kepentingan lainnya yang memunculkan komunikasi timbal balik dalam proses kolaborasi. Kombinasi antara masyarakat Kalibiru dengan modal sosialnya dan pihak pemerintah dan swasta yang memiliki komitmen dan tujuan yang sama, mampu menjadikan tata kelola kolaboratif pengembangan pariwisata di Kalibiru berjalan dengan baik dan memberikan manfaat bagi banyak pihak.

ABSTRACT Wisata Alam Kalibiru is a tourist destination in Kulon Progo district which features photo spots with unique and natural panoramic backgrounds. Starting from the initiation of local communities to utilize community forest land, Kalibiru developed into a tourist destination with a high level of tourist visits and achieved a number of achievements at the national level. In achieving this success, it takes thought, energy, a short time process, and no small amount of funds, as well as party support outside of Kalibiru, so that the Kalibiru manager collaborates with other parties, namely the government and the private sector. This research is a descriptive research. Data sources used are primary and secondary data sources, with data collection techniques through observation, interviews, and documentation. The results of this study, the first, show that collaborative governance can influence tourism development because tourism is cross-border and cannot operate on its own. The process of developing tourism in Kalibiru has proven that the collaboration between stakeholders, namely the government, the private sector, and the community, has benefited the progress of the tourism sector. Then found supporting and inhibiting factors the implementation of the collaboration process. These factors include the internal and external Kalibiru. And further results, show the role of strong social capital from the Kalibiru community in the form of trust, norms, and networks, also influences success in the collaborative process. The social capital is the basis for the Kalibiru community to interact with other stakeholders which raises reciprocal communication in the collaboration process. The combination of the Kalibiru community with its social capital and the government and private sector that have the same commitment and goals, is able to make collaborative governance in the development of tourism in Kalibiru run well and provide benefits to many parties.
