MEDIASI ASIMETRI INFORMASI DAN INSENTIF SERTA MODERASI LOVE OF MONEY DALAM KONTEKS BUDGET SLACK RENCANA ANGGARAN PENDAPATAN ASLI DAERAH (PAD)

Penelitian ini bertujuan menguji mediasi Asimetri Informasi dan Insentif serta moderasi Love of Money dalam menguji fenomena Budget Slack Rencana Anggaran Pendapatan Asli Daerah (PAD). Penelitian ini menggunakan Mix Method (Metode Campuran) Kuantitatif dan Kualitatif dengan desain ekplanatoris. Teknik pengumpulan data menggunakan data primer (kuantitatif) dan wawancara (kualitatif). Sampel menggunakan pejabat Eselon IIIa dan IVa yang berkerja dalam lingkungan salah satu institusi pemerintah daerah yaitu BKAD (Badan Keuangan dan Aset Daerah). Hasil kuantitatif menunjukan bahwa Asimetri Informasi berperan dalam terbentuknya Budget Slack Rencana Anggaran Pendapatan Asli Daerah (PAD) dibandingkan dengan Insentif sedangkan Love of Money tidak memoderasi hubungan Insentif terhadap Budget Slack. Hasil kualitatif mengkonfirmasi bahwa kelebihan informasi yang dimiliki eksekutor digunakan untuk menyusun Rencana target Pendapatan Asli Daerah (PAD)

This study aims to examine the mediation of Information and Incentive Asymmetry and the moderation of Love of Money in testing the Budget Slack phenomenon of the Regional Original Revenue Budget Plan (PAD). This study uses Quantitative and Qualitative Mix Method with explanatory design. Data collection techniques use primary data (quantitative) and interviews (qualitative). The sample uses Echelon IIIa and IVa officials who work in the environment of one of the local government institutions namely BKAD (Regional Financial and Asset Agency). Quantitative results show that Information Asymmetry plays a role in the formation of the Budget Slack Regional Original Revenue Budget Plan (PAD) compared to Incentives while Love of Money does not moderate the relationship of Incentives to Budget Slack. Qualitative results confirm that the excess information possessed by the executor is used to compile a Plan for Targeting Local Revenue (PAD)
