Sasaran melahirkan sebuah daerah otonom baru adalah untuk memakmurkan masyarakat setempat dalam meningkatkan efisiensi dan efektivitas penyelenggaraan pemerintahan dan peningkatan pelayanan publik. Selain itu yang dilihat banyak pemekaran daerah juga seringkali terjadi berbagai konflik karena kurang memperhatikan aspek-aspek penting lainnya, seperti aspek sosial, ekonomi, keruangan maupun kemampuan bertahan dalam perkembangannnya sehingga menyebabkan kontra produktif terhadap daerah otonomi baru. Pada esensinya, pemekaran wilayah harus mengedepankan aspek-aspek normatif yang telah dirumuskan, baik dalam undang-undang itu sendiri maupun peraturan pemerintah tentang syarat syarat pemekaran wilayah atau kota. Kota baru Sofifi terdapat bahwa ternyata perbedaan pandangan baik antara masyarakat untuk menentukan masa depan sofifi dalam aspek pembangunan sebuah perkotaan baru yang berkelanjutan atau perbedaan kebijakan dari pemerintah maupun keinginan dari kesultanan Tidore sebagai ruang wilayah kekuasaannya tatkala menentukan konsep pembangunan perencanaan kota baru Sofifi Provinsi Maluku Utara dipolitisasi oleh para elit politik sehingga permasalahan ini harus dibijaki dengan maksimal. Penelitian ini menggunakan pendekatan induktif dengan metode penelitian kualitatif fenomenologi. Analisis data terdiri atas empat teknik analisis yaitu reduksi data, kategorisasi, analisis komponensial, dan mejawab pertanyaan penelitian. Penekanan diberikan pada fakta empiris masyarakat dan hasil observasi termasuk di dalamnya tentang pengembangan kota baru Sofifi. sehingga tujuan untuk menemukan konsep dikotomi ruang dan kekuasaan politik tercapai. Hasil penelitian telah dapat mendeskripsikan tema-tema empirik yang diperoleh berdasarkan unit informasi. Berdasarkan unit informasi dan tema-tema empirik tersebut menunjukan adanya dua konsep dikotomi ruang dan kekuasaan politik yang meliputi: (1) Dualisme kelembagaan dan ruang, (2) Paradoks pembangunan kota baru. Berdasarkan konsep-konsep tersebut, maka diperoleh satu teorisasi yaitu Dikotomi Ruang Dan Kekuasaan Politik Kota Baru Sofifi Provinsi Maluku Utara.

This research uses the inductive approach to qualitative research methods with Phenomenology. Data analysis consists of four analytical techniques, namely data reduction, categorization, analysis complementary, research and answer questions. Emphasis is given on the empirical facts of society and includes observations regarding the development of the new town Sofifi. So the aim to find the concept of dichotomy of space and political power is reached. The results of the research have been able to describe the empirical themes which are obtained on the basis of units of information. Based on the unit information and empirical themes that show the existence of two concepts of space and the dichotomy of power politics which include: (1) the institutional Duality and space, (2) new town development Paradox. Based on these concepts, then retrieved a teorisasi i.e. the dichotomy of space and the political power of the unique new city Sofifi of North Maluku province.
