STRUKTUR ORGANISASI INSPEKTORAT PADA PEMERINTAH KABUPATEN/KOTA: SEJARAH HUKUM DAN EVALUASI KE DEPAN

Rendahnya Jabatan Inspektur menimbulkan problem yakni Sekretaris Daerah dan Kepala Daerah bisa ikut campur dalam kinerja Inspektorat. Kemeterian Dalam Negeri sedang membuat rencana strategis untuk memperkuat posisi Inspektorat Daerah termasuk Inspektorat Kabupaten/Kota. Salah satu wacana yang disuarakan adalah penyetaraan pangkat Sekretaris Daerah dengan Inspektur seperti halnya yang terjadi di masa awal pembentukan Inspektorat tahun 1978. Penelitian ini bertujuan untuk mendalami sejarah perkembangan struktur Inspektorat di dalam organisasi Pemerintahan Kabupaten/Kota. Selain itu penelitian ini juga bertujuan untuk mengetahui langkah yang diambil oleh Pemerintah saat ini terkait dengan posisi Inspektorat dalam struktur organisasi Pemerintahan Kabupaten/Kota. Penelitian yang dilakukan adalah penelitian hukum normatif yuridis, yaitu dengan cara studi pustaka terhadap pengaturan Perundang-Undangan dan publikasi hukum yang berkaitan dengan pembahasan. Berdasarkan hasil penelitian, dapat diketahui bahwa: pertama, terdapat perbedaan mengenai pangkat dan mekanisme pertanggungjawaban Inspektorat. Pada masa awal terbentuknya, pangkat Inspektur sejajar dengan sekretaris daerah dan bertanggungjawab kepada Kepala Inspektorat Provinsi. Adapun mengenai langkah strategis yang akan dilakukan oleh pemerintah yakni menyiapkan model kuasi vertikal untuk diterapkan dalam memperbaiki Inspektorat.

The Low Position of Inspector poses a problem, namely the Regional Secretary and Regional Head can interfere in the performance of the Inspectorate. The Ministry of Internal Affairs is making a strategic plan to strengthen the position of the Regional Inspectorate including the Regency / City Inspectorate. One of the discourses voiced was the equalization of the rank of Regional Secretary with the Inspector as was the case in the early formation of the 1978 Inspectorate. This study aims to explore the history of the development of the Inspectorate structure within the Regency / City Government organization. Besides this research also aims to find out the steps taken by the Government currently related to the position of the Inspectorate in the organizational structure of the Regency / City Government. The research carried out is juridical normative legal research, namely by way of literature studies of legislative arrangements and publication of laws relating to the discussion. Based on the results of the study, it can be seen that: first, there are differences regarding rank and mechanism of accountability of the Inspectorate. In the initial period of formation, the rank of Inspector is in line with the regional secretary and is responsible to the Head of the Provincial Inspectorate. As for the strategic steps that will be taken by the government, namely preparing a quasi vertical model to be implemented in improving the Inspectorate.
