Penelitian ini bertujuan untuk mengetahui dan menganalisis latar belakang dan pertimbangan dikeluarkan Peraturan Dewan Kehormatan Pusat Ikatan Notaris Indonesia Nomor 1 Tahun 2017 tentang Batas Kewajaran Pembuatan Akta Perhari serta untuk mengetahui dan menganalisis mengenai upaya Dewan Kehormatan Daerah terhadap Notaris yang melanggar Peraturan Dewan Kehormatan Pusat Ikatan Notaris Indonesia Nomor 1 Tahun 2017 tentang Batas Kewajaran Pembuatan Akta Per Hari. Jenis penelitian yang digunakan secara gabungan yaitu normatif dan empiris. Penelitian yang dilakukan bersifat deskriptif. Cara pengumpulan data menggunakan data sekunder (penelitian kepustakaan) dan data primer (penelitian lapangan). Data sekunder (bahan kepustakaan atau normatif) diperoleh dengan cara studi dokumen atau studi pustaka. Data primer (bahan penelitian lapangan atau empiris) diperoleh dengan cara wawancara. Proses analisis data yang digunakan secara kualitatif. Berdasarkan hasil penelitian, latar belakang dan pertimbangan dikeluarkannya Peraturan Dewan Kehormatan Pusat Ikatan Notaris Indonesia Nomor 1 Tahun 2017 tentang Batas Kewajaran Pembuatan Akta Perhari adalah adanya Notaris yang hingga ribuan akta perbulan dan tidak memperhatikan mengenai tata cara pembuatan akta dan untuk melaksanakan ketentuan Pasal 4 angka 16 Kode Etik Notaris (KEN) Ikatan Notaris Indonesia. Upaya yang dilakukan Dewan Kehormatan Daerah terhadap Notaris yang melangggar peraturan tersebut hanya sebatas himbauan dan teguran.

This study aims to find out and to analyze the background and considerations issued by the the Honorary Board Rules of the Indonesian Notary Association Center Number 1 in 2017 concerning the Fairness Limits for Making Deeds Per Day and to find out and to analyze the efforts of the Regional Honorary Council on Notaries that violate the Honorary Board Rules of the Indonesian Notary Association Center Number 1 in 2017 concerning the Fairness Limits for Making Deeds Per Day. The type of research used in combination is normative and empirical. The research conducted is descriptive. How to collect data using secondary data (library research) and primary data (field research). Secondary data (literature or normative material) is obtained by studying documents or literature. Primary data (field or empirical research material) is obtained by interview. The process of data analysis is used qualitatively. Based on the results of the study, the background and considerations issued by the the Honorary Board Rules of the Indonesian Notary Association Center Number 1 in 2017 concerning the Fairness Limits for Making Deeds Per Day is the existence of a Notary that has up to thousands of deeds per month and does not pay attention to the procedures for making deeds and to implement the provisions of Article 4 number 16 Notary Code of Ethics of the Indonesian Notary Association. The efforts made by the Regional Honorary Council on Notaries who violate these regulations are limited to appeals and reprimands.
