PENAKSIRAN NILAI EKONOMI MANFAAT OBYEK WISATA ALAM (Studi Kasus Obyek Wisata Pasir Putih, Kabupaten Situbondo, Jawa Timur)

Penelitian ini bertujuan untuk mengetahui taksiran nilai ekonomi manfaat Obyek Wisata Pasir Putih, nilai kesediaan membayar (Willingness to Pay) pengunjung untuk memperoleh manfaat, karakteristik pengunjung, dan nilai penerimaan pengelola dari karcis masuk Obyek Wisata Pasir Putih pada tahun 2000. Nilai ekonomi manfaat Obyek Wisata Pasir Putih ditaksir melalui metode penaksiran kesediaan membayar (Willingness to Pay) pengunjung. Dua metode pendekatan dilakukan untuk menaksir nilai ekonomi dimaksud, yaitu metode pendekatan biaya perjalanan dan metode pendekatan penilaian hipotesis. Metode Pendekatan Biaya Perjalanan didasarkan pada anggapan bahwa pengorbanan dalam bentuk moneter dan waktu yang dikeluarkan pengunjung untuk berekreasi ke suatu obyek wisata mencerminkan kesediaan pengunjung untuk membayar wisata tersebut. Metode Pendekatan Penilaian Hipotesis dilakukan untuk menaksir kesediaan membayar (Willingness to Pay) pengunjung guna mempertahankan keberadaan obyek wisata yang bersangkutan, jika akan dialihfungsikan untuk tujuan lain atau ditiadakan. Hasil penelitian menunjukkan bahwa nilai ekonomi manfaat Obyek Wisata Pasir Putih mencerminkan peranan obyek wisata yang bersangkutan pada pengembangan perekonomian wilayah, melalui penciptaan pendapatan asli daerah dan pendapatan sektor-sektor ekonomi lain yang terkait. Oleh karena itu, pihakpihak terkait sudah sewajamya ikut berperan serta dalam pengembangan dan pelestarian Obyek Wisata Pasir Putih, baik dalam pelayanan wisata maupun dalam hal alokasi dana.

This research aims to find out the economic value of the benefits of Pasir Putih ecotourism, the visitors' willingness to pay for the services, characteristics of visitors, and income gathered from the entrance gate fee of Pasir Putih Tourist Resort in the year 2000. The economic value of the benefits of Pasir Putih ecotourism is estimated by figuring out how much the visitors are willing to pay. Two approaches which are adopted for that purpose are the travel cost approach and hypothesis valuation approach. The Travel Cost Approach is based on the view that the visitors' sacrifice in the form of monetery and time which spent for recreational activities in a certain tourist resort reflects the visitors' willingness to pay for it. The Hypothesis Valuation Approach is used to estimate the visitors' willingness to pay for keeping the existence of the tourist resort itself in case of a possible change of its function such as using it for other purpose or even closing it down. The result of research indicates that the economic value of Pasir Putih ecotourism reflects its role in developing regional economy through the creation of local financial resources and other related revenues. Therefore, related institutions should participate in the development and preservation of the Pasir Putih Tourist Resort , not only in terms of the services but also the allocation of funds.
