KEMENANGAN PARTAI BARCELONA EN COMU DALAM PEMILIHAN UMUM WALI KOTA BARCELONA TAHUN 2015

Partai politik menjadi salah satu aktor yang memiliki peranan penting dalam perkembangan demokrasi di era modern ini. Partai politik pun akan selalu muncul dan menyesuaikan diri dengan dinamika perkembangan politik di suatu negara atau wilayah. Salah satu partai politik yang semakin menegaskan bagaimana besarnya peranan sebuah partai dalam perkembangan demokrasi di sebuah wilayah adalah partai Barcelona en Comu. Barcelona en Comu (BComu) adalah partai pendatang baru dalam kontestasi perpolitikan di level pemerintahan kota Barcelona yang dibentuk pada bulan Juni 2014. Partai ini langsung berhasil memenangkan pemilu pertama mereka di tahun 2015 sekaligus membawa semangat perubahan terhadap tubuh institusi pemerintahan munisipal Barcelona dan praktik berdemokrasi di kota Barcelona. Selain itu, BCom������º menjadi bagian dari gerakan munisipalisme global dan memperkenalkan konsep partai berbasis citizen platform sebagai solusi alternatif mengatasi keadaan krisis yang terjadi di kota BArcelona akibat dampak dari krisis perekonomian global tahun 2008. Penelitian ini bermaksud untuk mencari tahu mengapa BCom������º bisa memenangkan pemilihan umum wali kota Barcelona tahun 2015 meski berstatus sebagai partai pendatang baru dengan menganalisisnya melalui teori institusionalisasipartai politik (Randall & Svasand), teori fungsi partai politik (Gabriel A. Almond), dan konsep munisipalisme dalam perkembangan politik internasional di era kontemporer.

Political parties have become one of the actors who have an important role in the development of democracy in this modern era. Political parties will always emerge and adjust to the dynamics of political development in a country or region. One of the political parties that increasingly emphasized how significant the role of a party in the development of democracy in a region is the Barcelona en Comu party. Barcelona en Comu (BComu) is a newcomer party in political contestation at the level of the Barcelona municipal government formed in June 2014. The party immediately won their first election in 2015 while bringing the spirit of change to the body of Barcelona municipal government institutions and the practice of democracy in the city of Barcelona. BComu also became part of the global municipal movement and introduced the concept of citizen platform-based parties as an alternative solution to overcome the crisis situation in the city of Barcelona due to the impact of the 2008 global economic crisis. BComu was also part of the global municipal movement that tried to restore power to their own people and enhance the role of local government. This study intends to find out why BComu was able to win the 2015 Barcelona mayor general election by analyzing it through the theory of institutionalization of political parties (Randall & Svasand), political party function theory (Gabriel A. Almond), and the concept of municipalism in international political developments in the contemporary era.
