The Implementation Process of Program Bela Negara in the Embodiment of the Cadre of National Defense at Rindam IV Diponegoro Magelang

Penting adanya bagi sebuah negara untuk memiliki bukti kapabilitas stratejik tentang keamanan nasional, termasuk dalam bidang pertahanan negara. Dalam perwujudan menumbuhkan semangat pertahanan negara, nasionalisme, patriotisme, dan revolusi karakter bangsa, Kementerian Pertahanan menyusun sebuah kebijakan, yang dinamakan Program Bela Negara pada tahun 2015. Dalam implementasinya, Kementerian Petahanan bekerjasama dengan Tentara Nasional Indonesia (TNI), terutama untuk menyediakan akomodasi pelatihan bela negara yang diselenggarakan di Depo Pendidikan (Dodik) Bela Negara, yang terdapat pada Resimen Induk Daerah Militer (Rindam). Ditarik dari gagasan diatas, penelitian ini bertujuan untuk meneliti tentang proses implementasi kebijakan Program Bela Negara, dalam pembentukan kader bela negara, yang diselenggarakan di Rindam IV Diponegoro Magelang, sebagai lokasi implementasi Program Bela Negara untuk Jawa Tengah dan Yogyakarta. Penelitian ini menggunakan metode kualitatif dengan sudut pandang studi kasus, untuk meneliti proses implementasi kebijakan Program Bela Negara. Penelitian ini disusun berdasarkan teori implementasi yang dituliskan dalam kerangka berpikir yang meliputi, profil dari Program Bela Negara, teknik implementasi, relasi antar pemerintah, teknik evaluasi dan pengawasan, dan juga perspektif. Berdasarkan teori tersebut, penelitian yang berjudul The Implementation Process of Program Bela Negara in the Embodiment of the Cadre of National Defense at Rindam IV Diponegoro Magelang, menganalisa proses implementasi kebijakan, dengan memahami alur implementasi kebijakan dan juga mengedintifikasi hambatan – hambatan dalam proses implementasi, yang mencakup masalah keuangan, kekurangan tenaga kerja, kekurangan fasilitas, tidak adanya Undang – Undang turunan yang mengatur kebijakan Program Bela Negara, dan minimnya pengetahuan tentang bela negara didalam masyarakat.

It is important for a country to guarantee the substantiation of the strategic capability about national security, especially the subject of national defense. For the embodiment on expanding the spirit of national defense, nationalism, patriotism, and character revolution within the citizens, on 2015, the Ministry of Defense create a policy, so called Program Bela Negara. In the implementation process, the Ministry of Defense along with Tentara Nasional Indonesia (TNI) are collaborated to provide the accommodation for education and training of national defense, at Depo Pendidikan (Dodik) Bela Negara within Resimen Induk Daerah Militer (Rindam). Based from the concept above, this research aims to review the policy implementation process of Program Bela Negara, on the embodiment of the cadre of national defense, at RIndam IV Diponegoro Magelang, as the location of implementation of Program Bela Negara for the area of Central Java and Yogyakarta. This researcher used qualitative methodology with the point of view of case study, to review the implementation process of Program Bela Negara. This research was structured based on the theory of implementation, that have been written on the framework of thinking, including the program/policy itself, implementation technique and policy, intergovernmental relations, evaluation and oversight technique, and future perspective. Based on the theory, this research with titled The Implementation Process of Program Bela Negara in the embodiment of the Cadre of National Defense at Rindam IV Diponegoro Magelang, analyzed the implementation process of the policy, through understanding the pattern of the implementation process, and also identified the obstacles within the implementation process of Program Bela Negara, including the problems of funds, lack on human resources, the problem of facilities, there is no derivative regulations for Program Bela Negara, and limit knowledge about the concept of national defense.
