ANALISIS FINANSIAL PEMBANGUNAN HUTAN RAKYAT DAN KONTRIBUSINYA TERHADAP PENDAPATAN PETANI DI KELURAHAN KALIWIRO KECAMATAN KALIWIRO KABUPATEN WONOSOBO

Kontribusi pendapatan dari pengusahaan hutan rakyat di wilayah Provinsi Jawa Tengah termasuk Kabupaten Wonososbo menunjukkan prospek yang baik. Jenis tanaman yang diusahakan lahan tersebut adalah : kayu (sengon), tanaman bukan kayu ( kapulaga, singkong, jahe, kemukus, mrica, kelapa, kopi). Penelitian ini untuk mengetahui tingkat kelayakan finansial dengan menggunakan parameter NPV, BCR, dan IRR serta menemukan variasi kontribusi pendapatan dari lahan hutan rakyat. Penelitian yang dilakukan di Kelurahan Kaliwiro Kecamatan Kaliwiro Kabupaten Wonosobo mengambil responden sebanyak 48 kepala keluarga yang dikelompokkan lahan usahanya menjadi 3 strata yaitu : (a) Strata I : 0,05-0,87 ha (41 responden), (b) Strata II : 0,88-1,7 ha ( 5 responden ), (c) Strata III : >1,7 ha (2 responden). Hasil penelitian diperoleh informasi sebagai berikut : kelayakan finansial untuk (a) Strata I, NPV Rp 17.224.013/ha/10 tahun, BCR 1,70/ha/10 tahun , IRR 14%/ha/10 tahun, kontribusi pendapatan 24,61% ; (b) Strata II, NPV Rp 19.323.082/ha/10tahun, BCR 3,18/ha/10 tahun , IRR 28%, kontribusi pendapatan 7,49%; (c) Strata III, NPV Rp 33.536.772/ha/10tahun, BCR 2,21/ha/10 tahun, IRR 35%/ha/10 tahun, kontribusi pendapatan 26,92%. Dengan demikian pengusahaan hutan rakyat perlu dilanjutkan karena prospek finansial cukup baik.

The contribution of income from the private forest industry in Central Java Province including Wonosobo Regency has shown a good prospect. Types of plants cultivated in that land are sengon wood and non-wood plants (cardamom, cassava, ginger, cubeb pepper, pepper, coconut, coffee). This research aimed to find out the level of financial feasibility level using NPV, BCR and IRR parameters and to find the variations in income contribution from private forests. The research took place at Kaliwiro village, Kaliwiro district, Wonosobo Regency. As many as 48 families participated as the respondents. They were classified into three strata, namely (a) Strata I: 0,05-0,87 ha (41 respondents), (b) Strata II: 0,88-1.7 ha (5 respondents), and (c) Strata III: >1,7 ha (2 respondents). The results showed the following information: the financial feasibility of (a) Strata I was NPV Rp 17.224.013/ha/10 years, BCR l,7/ha/10 years, IRR 14%/ha/10 years, and the income contribution 24,61%; as for (b) Strata II, it was NPV Rp. 19.323.082/ha/10 years, BCR 3,18, IRR 28%, and the income contribution 7,49%; and as for (c) Strata III, it was NPV Rp. 33.536.772/ha/10 years, BCR 2,21/ha/10 years, IRR 35%/ha/10 years, and the income contribution 26,92%. To conclude, it is essential to continue the private forest industrial efforts because the financial prospect is good.
