SISTEM INFORMASI MANAJEMEN HUTAN RAKYAT DENGAN WEBGIS (Kasus Sebaran dan Potensi Hutan Rakyat Kabupaten Gunung Kidul)

Peran masyarakat dalam bidang kehutanan yang harus didorong oleh pemerintah salah satunya adalah pengembangan hutan rakyat. Pemerintah sebagai fasilitator perlu meningkatkan penyebarluasan dan pelayanan informasi untuk sharing data dan menyamakan persepsi dalam pengembangan hutan rakyat kepada pelaku usaha hutan rakyat. Penelitian ini bertujuan untuk membuat sistem informasi manajemen hutan rakyat dengan membuat Geodatabase dan WebGIS. Sistem informasi ini mencakup sebaran dan potensi hutan rakyat. Metode yang digunakan dalam penelitian ini adalah metode siklus hidup pengembangan sistem atau System Development Life Cycle (SDLC) dengan model prototipe (prototyping model). SDLC dengan model prototipe digunakan karena model ini menyederhanakan dan mempercepat langkah-langkah siklus hidup pengembangan sistem. Sistem informasi yang dikaji dalam penelitian ini menggunakan WebGIS yang dikembangkan dengan fasilitas MapServer, framework Pmapper (script PHP) dan PostgreSQL dengan ekstensi PostGIS. Hasil penelitian ini adalah Geodatabase sebaran dan potensi hutan rakyat untuk memenuhi kebutuhan penyajian informasi hutan rakyat di Kabupaten Gunung Kidul melalui sistem informasi manajemen hutan rakyat dengan WebGIS untuk disampaikan kepada pihak-pihak yang membutuhkan antara lain sebaran jenis tanaman, kepemilikan lahan, potensi tegakan hutan rakyat dalam volume (m3) per jenis tanaman dan total luas lahan hutan rakyat di suatu wilayah secara simultan dan bisa diakses melalui Local Area Network (LAN) atau internet.

Community's role in the forestry sector should be encouraged by the government of one of them is the development of small scale private forest. Government as a facilitator has to improve the dissemination and information services for data sharing and the perception in the development of small scale private forests to small scale private forest business. This study aims to develop a management information system in a small scale private forest by creating a Geodatabase and WebGIS. This information system includes the distribution and potential of small scale private forest. The method used in this study is system development life cycle (SDLC) with a prototyping model. SDLC with a prototyping model is used to simplify and accelerate the steps of system development life cycle. Information system is examined in this study using WebGIS that developed by MapServer, Pmapper framework (PHP script) and PostgreSQL with PostGIS extension facility. The result of this research is a Geodatabase of the distribution and small scale private forest potential used to meet the need of the people forest information presentation in Gunung Kidul regency through WebGIS based people forest management information system to be delivered to users, among other things : the distribution of plant species, land ownership, the potential of forest stands in volume (m3) per plant species and the total area of people forest in a region simultaneously and can be accessed via a local area network (LAN) or internet.
