Signifikansi Cross-Border Cooperation di Upper Rhine Region

Aspek kerjasama dalam studi Hubungan Internasional dewasa ini tidak hanya meliputi negara dan organisasi internasional sebagai aktor-aktor utama, tetapi juga diikuti dengan kehadiran aktor-aktor publik dan privat di tingkat subnasional atau daerah. Kerjasama internasional yang dilaksanakan oleh aktor-aktor subnasional dapat dilihat salah satunya di perbatasan internal Eropa, khususnya di Upper Rhine Region yang merupakan daerah perbatasan yang luas yang meliputi bagian selatan dan barat Jerman, bagian selatan dan timur Prancis, serta bagian utara Swiss. Kerjasama yang kemudian dikenal sebagai Cross-Border Cooperation (CBC) tersebut dijalankan oleh pemerintah daerah dan pihak-pihak lainnya di tingkat subnasional dengan dukungan dana dari Uni Eropa yang disebut INTERREG. Dalam perkembangannya, CBC di Upper Rhine Region menjadi salah satu instrumen untuk mengatasi persoalan yang dialami oleh masyarakat di daerah-daerah perbatasan yang terlibat dengan memberikan berbagai added value (nilai tambah) dan melaksanakan multi-level governance atau tata pemerintahan berjenjang dalam skema pengelolaan CBC itu sendiri.

The aspect of cooperation in the study of International Relations today does not only include the states and international organizations as the main actors. It is also followed by the presence of public and private actors at the subnational or local level. International cooperation carried out by the subnational actors can be seen in one of the internal border areas of Europe called Upper Rhine Region which is a vast border area covering the southern and western parts of Germany, the southern and eastern parts of France, and the northern part of Switzerland. The project-oriented approach of cooperation which becomes known as Cross-Border Cooperation (CBC) is executed by the local governments and other actors at the subnational level with funding from the European Union (EU) called INTERREG. The progress of CBC in Upper Rhine Region shows that the CBC becomes one of the instruments to overcome problems faced by the people in the border areas, with the added value provided and implementation of multi-level governance.
