ESTIMASI NILAI EKONOMI HUTAN WISATA KALIBIRU DI KABUPATEN KULON PROGO DENGAN METODE BIAYA PERJALANAN

Pemanfaatan Hutan Wisata Kalibiru telah berperan dalam peningkatan utilitas secara individu dan secara agregat berperan dalam peningkatan kesejahteraan masyarakat melalui penyediaan amenitas. Besaran kontribusi dalam peningkatan kesejahteraan masyarakat tersebut dapat diukur melalui nilai ekonomi kawasan Hutan Wisata Kalibiru. Penelitian ini bertujuan untuk mengestimasi nilai ekonomi Hutan Wisata Kalibiru dan mengetahui persentase pengeluaran pengunjung yang diterima oleh masyarakat sekitar Hutan Wisata Kalibiru. Penelitian ini menggunakan pendekatan biaya perjalanan zonasi untuk mengetahui nilai ekonomi Hutan Wisata Kalibiru. Data dikumpulkan melalui penyebaran kuisioner terhadap 100 responden yaitu pengunjung Hutan Wisata Kalibiru pada bulan Agustus-Oktober 2018 dengan metode accidental sampling. Nilai ekonomi Hutan Wisata Kalibiru dianalisis dengan metode biaya perjalanan zonasi dan persentase pengeluaran pengunjung yang diterima masyarakat sekitar didapatkan dengan menghitung proporsi belanja pengunjung di lokasi Hutan Wisata Kalibiru terhadap total pengeluaran aktual pengunjung saat berwisata. Hasil penelitian menunjukkan: (1) Surplus konsumen yang diperoleh dari kurva permintaan kunjungan Hutan Wisata Kalibiru adalah sebesar Rp 18.104.952.500/tahun, dengan menggunakan kurva permintaan agregat tersebut jumlah pengunjung pada harga tiket sebesar Rp 10.000/orang/kunjungan yang merupakan harga tiket yang berlaku saat ini diperkirakan sebanyak 384.434 orang/tahun. Estimasi jumlah kunjungan ini adalah 108,14% dari jumlah pengunjung aktual. (2) Rata-rata pengunjung mengeluarkan biaya sebesar Rp173.323/orang/trip dengan 36,2% dari pengeluaran tersebut diterima oleh masyarakat sekitar Hutan Wisata Kalibiru.

The utilization of Kalibiru Recreational Forest contributes to increase the utility on individual level, and on aggregate level contributes to increase the society well-being through amenity provision. The contribution amount of Kalibiru Recreational Forest to increase the society well-being can be estimated by the economic value. This research aimed to estimate the economic value of Kalibiru Recreational Forest and to discover the percentage of visitors expenditure received by the local society of Kalibiru Recreational Forest. This research used zonal travel cost method to estimate the economic value of Kalibiru Recreational Forest. The data was collected from 100 respondents who visited Kalibiru Recreational Forest on August-October 2018 with accidental sampling method. The economic value of Kalibiru Recreatioinal Forest estimated by zonal travel cost method. The percentage of visitors expenditure received by the local society of Kalibiru Recreational Forest calculated from the proportion of visitors expenditure spent at Kalibiru Recreational Forest site to the total actual expenditure spent by visitor. The result showed that: (1) The consumer surplus based on Kalibiru Recreational Forest visitation demand curve is Rp18.104.952.500/year, based on the demand curve the visitation number at the entrance fee of Rp 10.000/person/visit which is the current entrance fee is 384.434 visitor/year. This visitation number is 108,14% of the actual visitation number. (2) The average expenditure of the visitor is Rp173.323/person/trip with 36,2% of that expenditure received by the local society of Kalibiru Recreational Forest.
