Responsible Great Power Xi Jinping: Belt and Road Initiative di Asia Tengah

Klaim Cina sebagai responsible great power menjadi bahan perdebatan dalam hubungan internasional dewasa ini karena hal tersebut akan memengaruhi sistem dunia yang sudah ada. Presiden Xi Jinping menggunakan Belt and Road Initiative sebagai penggerak utama untuk mendapatkan status tersebut. Istilah "kekuatan besar" dan "bertanggung jawab" memiliki implikasi politik yang besar karena kekuatan besar seringkali dipahami sebagai suatu ancaman, yang bertolak belakang dari makna "bertanggung jawab." Skripsi ini menulis bahwa dalam konteks responsible great power, Cina menjalankan Belt and Road Initiative di Asia Tengah melalui kerja sama pembangunan ekonomi yang didasari oleh tiga prinsip new type of great power relations: tidak ada konflik, saling menghormati, dan kerja sama yang saling menguntungkan. Pembangunan a la Cina menjadi cara alternatif bagi Asia Tengah karena dapat membantu pembangunan infrastruktur yang belum dapat ditangani sendiri maupun dari bantuan institusi internasional lain. Di sisi lain, Cina bisa mendapatkan kepercayaan lebih besar dari Asia Tengah yang sangat penting untuk mewujudkan kepentingan nasionalnya. Meskipun demikian, kemungkinan bahwa Cina dapat berkembang menjadi sebuah ancaman tidak hilang dengan sendirinya. Kemungkinan ini akan menjadi tantangan besar bagi konsistensi Cina dalam mengejar status responsible great power.

China's claim as responsible great power is a matter of debate in international relations today because this will affect the existing world system. President Xi Jinping used the Belt and Road Initiative as the main driver to obtain this status. The terms "great power" and "responsibility" have big political implications because great powers are often understood as a threat, which is contrary to the meaning of "being responsible." This thesis argues that in the context of responsible great power, China runs the Belt and Road Initiative in Central Asia through economic development cooperation based on three principles of the new type of great power relations: no conflict, mutual respect, and win-win cooperation. China's model of development has become an alternative way for Central Asia because it can help the development of infrastructure that cannot be handled alone or from the help of other international institutions. On the other hand, China can gain greater trust from Central Asia which is very important to realize its national interests. However, the possibility that China can develop into a threat does not disappear. This possibility will be a big challenge for the consistency of China in pursuing the status of great responsible power.
