Masyarakat Lokal Dalam Pembangunan Aceh Pasca Perdamaian (Studi Di Desa Wisata Ie Meulee Kecamatan Sukajaya Sabang)

Tragedi bencana tsunami, menyusul penandatanganan kesepakatan damai di Helsinki Finlandia pada bulan agustus 2005 telah menjadi pembukaan bagi babak baru dalam kesejahteraan Aceh. Potret Aceh setelah bencana tsunami dan pembangunan pasca perdamaian yang tengah dialami rakyat Aceh merefleksikan pertautan antara lokal dan global,sebagaimana knonik sejarah Aceh. Pulau Sabang menjadi target pembangunan dan pengembangan pariwisata di Aceh, karena pulau Sabang merupakan pintu masuk kapal-kapal asing dari luar negeri dan juga bagian dari jalur freeport. Namun pembangunan pariwisata di Sabang belum mampu menjadikan masyarakat lokal berdaya dalam pengelola potensi wisata yang dimiliki. Penelitian ini bertujuan mengkaji lebih dalam keterlibatan masyarakat lokal di Desa wisata Ie Meulee, sebagai apa peran masyarakat lokal dalam pembangunan pariwisata dan bagaimana dampak ekonomi terhadap masyarakat lokal. Dalam melakukan penelitian, penulis menggunakan metode deskriptif analisis yang mana data yang digunakan merupakan kombinasi data lapangan dan data literatur. Kedua jenis data ini dianalisis secara mendalam sehingga menghasilkan kesimpulan yang mampu memberikan knowledge (pengetahuan) baru kepada pembaca. Hasil penelitian menunjukkan adanya keterlibatan masyarakat lokal di Desa Ie Meulee, ini terlihat dengan berbagai inisiatif masyarakat lokal yang berperan sebagai kelompok sadar wisata (POKDARWIS) dan Ie Meulee Spearfishing Community (ISCO), namun disisi lain masyarakat lokal terlihat lebih berperan sebagai objek bukan sebagai subjek, penguasaan destinasi wisata masih dikelola oleh pihak luar, ini terlihat dengan adanya berbagai penginapan besar di Desa Ie Meulee yang terletak di lokasi wisata. Dampak ekonomi terlihat dengan adanya masyarakat lokal yang terlibat sebagai pekerja secara dominan dan sebagai pemilik homestay-homestay kecil di Desa Ie Meulee.

The tragedy of the tsunami disaster, following the signing of the peace agreement in Helsinki Finland in August 2005 has become the opening of a new chapter in the welfare of Aceh. The portrait of Aceh after the tsunami disaster and post-peace development that is being experienced by the Acehnese reflects the connection between "local" and "global", as well as the history of Aceh. Sabang Island is the target of development and tourism development in Aceh, because Sabang Island is the entrance for foreign ships from abroad and also part of the freeway lane. However, tourism development in Sabang has not been able to make local communities empowered in managing their tourism potential. This study aims to examine more deeply the involvement of local communities in Ie Meulee tourism village, as to what role local communities play in tourism development and how the economy impacts on local communities. In conducting research, the author uses a descriptive analysis method in which the data used is a combination of field data and literature data. Both types of data are analyzed in depth so as to produce conclusions that are able to provide new knowledge (knowledge) to the reader. The results showed the involvement of local communities in Ie Meulee Village, this was seen by various initiatives of local communities acting as tourism conscious groups (POKDARWIS) and Ie Meulee Spearfishing Community (ISCO), but on the other hand local communities seemed to act more as objects rather than as subjects , mastery of tourist destinations is still managed by outsiders, this can be seen from the presence of various large lodgings in the village of Ie Meulee located in tourist locations. The economic impact is seen by the existence of local people who are involved as dominant workers and as small homestay owners in Ie Meulee Village.
