GERAKAN SOSIAL BATAN (BARISAN AJAGA TANA AJAGA NA'POTO) DALAM ISU PRIVATISASI LAHAN DI KABUPATEN SUMENEP MADURA

Pada tahun 2015 banyak para pelaku bisnis yang mengakuisisi lahan milik masyarakat Sumenep untuk mereka produksi sebagai industri tambak udang di sepanjang garis pantai kabupaten Sumenep. Padahal lahan tersebut sebagian besar adalah lahan produktif milik masyarakat sebagai sumber penghasilannya. Dari aktivitas tersebut tentu memunculkan beragam respon dari masyarakat. Salah satunya adalah kelompok masyarakat terdampak dan para pegiat agraria yang ingin melawan tindakan para pelaku bisnis yang tergabung dalam suatu gerakan sosial yang bernama BATAN. Mereka tergabung dalam gerakan sosial tersebut untuk berjuang merebut kembali lahan milik masyarakat yang jatuh pada tangan investor. Penelitian ini akan mengkaji tentang perjuangan yang dilakukan oleh gerakan sosial BATAN dalam melawan pihak investor melalui kerangka konseptual pedagogi ruang dan waktu yang dikonsepsikan oleh Henri Lefebvre. Namun sebelumnya diberikan penjelasan tentang proses kemunculan gerakan sosial tersebut agar dapat memberikan paparan yang komprehensif mengenai gerakan sosial. Dengan menggunakan pendekatan kualitatif melalui wawancara dan studi pustaka, penelitian ini menemukan bahwa gerakan sosial BATAN telah melakukan beberapa strategi politik sebagai tindakan represif untuk melawan investor.

In 2015, many business people acquired the land of society in Sumenep regency to be produced by them into shrimp farm industry along the Sumenep coastline. Whereas, most of the land is a productive land and used as a source of income for the society. From this condition certainly raises a variety of responses from the society. One of them is the group that impacted society and agrarian activists who want to fight the actions of business people that fused in one of social movement that called as a BATAN. They joined the social movement to fight for reclaiming society owned land that fell on the side of investor. This research is aimed to analyze the struggle that did by the social movement to fight the investor using conceptual framework of space and time pedagogy that conceptualized by Henri Lefebvre. But previously will given and explanation of the process of the emergence of social movement in order to can provide a comprehensive explanation of the social movement itself. Using qualitative approach through interview and library research, found that BATAN social movement has did some political strategies as a represive action to fight the investor.
