Penelitian ini mengkaji apa penyebab konflik lahan perkebunan kelapa sawit dan bagaimana peran pemerintah daerah Nabire dalam meresolusi konflik di Desa Sima. Proses pengembangan lahan yang dilakukan oleh perusahaan perkebunan kelapa sawit dalam beberapa dekade terakhir telah banyak menimbulkan konflik dengan masyarakat. Tidak dipungkiri bahwa kabupaten Nabire memang memiliki potensi daerah yang tinggi pada sektor perkebunan kelapa sawit. Hal ini membuat perusahaan perkebunan kelapa sawit tertarik untuk berinvestasi. Penelitian ini menggunakan metode snowball sampling untuk mendapatkan informan utama dan keterangan. Adapun sumber data yang digunakan adalah data-data primer dan sekunder dari hasil wawancara. Data akan dianalisa dengan metode deskriptif kualitatif. Landasan teori yang digunakan adalah teori sosial konflik. Konflik yang terjadi antara masyarakat dan perusahaan, antara lain; proses sosialisasi tidak berjalan dengan baik, perubahan corak produksi, belum ada tapal batas. Selain itu adanya ketimpangan relasi kekuasaan antara masyarakat, perusahan dan pemerintah.

This research was studying the causes of the land conflict on palm oil plantation and the role of the regional government of Nabire in resolving the conflict in Sima Village. The process of land development conducted by the company of palm oil plantation in some previous decades has emerged conflicts towards the community. It is no doubt that Nabire Regency is indeed having a high regional potential on palm oil plantation sector. This condition which also makes the company of palm oil plantation got interested to invest. This research was using snowball sampling method to acquire the main informant and the information. The sources of data that being used were primary and secondary data derived from interview results. The data were analyzed through qualitative descriptive method. The theoretical based that being used was the social conflict theory. The conflicts that occurred between the community and the company were, namely; the socialization process which did not run properly, the transformation of mode of production, and political aspect. In addition, there was an inequality of relationship of power between the community, the company, and the government.
