Salah satu sumber Pendapatan Asli Daerah di Kabupaten Ngawi adalah retribusi parkir. Sehingga pemerintah Kabupaten Ngawi membentuk Peraturan Daerah Kabupaten Ngawi Nomor 23 Tahun 2011 tentang Retribusi Pelayanan Parkir di Tepi Jalan Umum. Penelitian ini bertujuan, pertama, untuk mengetahui dan menganalisis pelaksanaan pembayaran parkir berlangganan pada Peraturan Peraturan Daerah No 23 Tahun 2011 tentang Retribusi Pelayanan Parkir di Tepi Jalan Umum. Kedua, untuk mengetahui dan menganalisis tentang pengawasan yang dilakukan oleh Pemerintahan Kabupaten Ngawi terhadap pelaksanaan Peraturan Daerah No 23 Tahun 2011 tentang Retribusi Pelayanan Parkir di Tepi Jalan Umum. Ketiga, untuk mengetahui langkah yang baik agar pelaksanaa pembayaran retribusi pembayaran parkir di tepi jalan umum berjalan dengan baik. Penelitian ini merupakan penelitian hukum normatif-empiris. Penelitian hukum normatif untuk mendapatkan data sekunder yang didapatkan melalui bahan hukum primer, sekunder, dan tersier. Penelitian hukum empiris untuk mendapatkan data primer yang didapatkan melalui wawancara kepada responden. Alat yang digunakan untuk mengumpulkan data yaitu dengan pedoman wawancara. Data yang diperoleh dianalisis secara kualitatif dan kemudian disajikan secara deskriptif. Hasil penelitian menunjukkan bahwa dalam pelaksanaan pembayaran parkir berlangganan terdapat beberapa hal yang tidak sesuai dengan Peraturan Daerah Kabupaten Ngawi Nomor 23 Tahun 2011 tentang Pelayanan Retribusi Parkir Di Tepi Jalan Umum. Pengawasan yang dilakukan pemerintah terhadap Peraturan Daerah Kabupaten Ngawi Nomor 23 Tahun 2011 tentang Retribusi Pelayanan Parkir di Tepi Jalan Umum yaitu pengawasan pelaksanaan retibusi parkir berlangganan dilakukan oleh Inspektorat. Pengawasan teknis dilakukan oleh Dinas Perhubungan Kabupaten Ngawi. Terkait dengan upaya yang seharusnya dilakukan oleh pemerintah agar pelaksanaan pembayaran retribusi parkir di tepi jalan umum agar berjalan dengan baik yaitu dengan menggandeng pihak ke 3 untuk pengadaan jasa juru parkir, agar tidak terdapat lagi pemungutan parkir liar oleh juru parkir yang bukan disediakan oleh pemerintah.

One source of Regional Original Income in Ngawi Regency is parking fees. Therefore, Ngawi Regency Government made a parking retribution policy listed in the Ngawi District Regulation Number 23 of 2011 concerning Retribution of Parking Services on the Edge Publict Road. This study aims, firstly, to find out and analyze the implementation of subscription parking payments in the Ngawi Distrct Regulation Number 23 of 2011 concerning Retribution of Parking Services on the Edge Publict Road. Second, to find out and analyze the supervision carried out by the Government of Ngawi Regency on the implementation of Regional Regulation Number 23 of 2011 concerning Retribution of Parking Services on the Edge Publict Road. Third, to find out the good steps so that the implementation of retribution payments for parking on the roadside public works well. The type of this research was normative-empirical research. The primary data was gained through interview to the respondents and the secondary data was gained through primary, secondary, and tertiary legal material. The data collection tool used the interview guidelines. The data was analyzed qualitatively and presented descriptively The results showed that in the implementation of subscription parking payments there are several things that are not in accordance with the Ngawi District Regulation Number 23 of 2011 concerning Retribution of Parking Services on the Edge Publict Road. The government oversight of the Ngawi District Regulation Number 23 of 2011 concerning Retribution of Parking Services on the Edge Publict Road, which is the supervision of subscription parking fees conducted by the Inspectorate. Supervision conducted by Commission III of the Local People's Representative Council only supervises Regional Original Revenue from the source of subscription parking fees fulfilling the realization target for technical supervision carried out by the Transportation Agency of Ngawi Regency. Related to the efforts that should have been made by the government so that the payment of parking fees at the edge of public roads is going well, namely by cooperating with third parties to procure parking services, so there is no more illegal parking by parking attendants who are not provided by the government.
