EVALUASI OVERRUN PADA PROYEK PEMBANGUNAN WATER TREATMENT PLANT AMUREA II OLEH PT. XYZ

PT. XYZ merupakan perusahaan lokal pertama yang mengerjakan proyek pembangunan water treatment plant (WTP) pada pabrik pupuk secara keseluruhan sistem. Proyek ini pada akhirnya terlambat sekitar enam (6) bulan dari jadwal yang direncanakan. Tesis ini bertujuan untuk mengevaluasi overrun proyek ini dan tindakan apa yang seharusnya bisa dilakukan untuk mencegah terjadinya keterlambatan. Penelitian dilakukan dengan mengumpulkan dokumen proyek yang ada dan diskusi dengan manajer proyek dan tim proyek PT. XYZ lainnya. Penulis menemukan keterlambatan proyek WTP yang dikerjakan oleh PT. XYZ disebabkan oleh proses pembuatan shop drawing mechanical dan electrical yang terlalu lama, dikarenakan kurangnya tim untuk pekerjaan tersebut. Untuk mencegah terjadinya keterlambatan, penulis melakukan studi percepatan proyek dengan project crashing. Dari perhitungan project crashing, keterlambatan proyek ini bisa dihindari dengan menambah tim drawing mechanical dan electrical agar proses pada engineering shop drawing mechanical dan electrical bisa lebih cepat. Biaya total untuk percepatan proyek adalah Rp. 180.000.000 yang merupakan jumlah yang masih jauh lebih rendah dibandingkan dengan potensi penalti yang bisa didapatkan oleh PT. XYZ dikarenakan keterlambatan proyek ini, yaitu Rp. 3.396.855.000 atau 5% dari total kontrak proyek. Sehingga, usulan akselerasi proyek dengan penambahan tim untuk drawing mechanical dan electrical masih ekonomis untuk dilakukan. Untuk pelaksanaan proyek secara umum, penulis melihat bahwa penggunaan tools manajemen proyek masih sangat kurang dalam pelaksanaan proyek ini. Kurva-S dan schedule proyek yang dibuat hanya seadanya dan beluim digunakan sepenuhnya untuk memonitor dan mengontrol aktifitas proyek, sehingga potensi keterlambatan proyek dikarenakan oleh aktifitas engineering drawing mechanical dan electrical ini belum bisa dideteksi oleh PT. XYZ pada waktunya.

PT. XYZ was the first local company to work on the water treatment plant (WTP) development project in the fertilizer plant as a whole system. The project was finally around six (6) months late from the planned schedule. This thesis aims to evaluate the overrun of this project and what actions should be taken to prevent delays. The research was conducted by collecting existing project documents and discussions with the project manager and project team of PT.XYZ. The WTP project delay that was done by PT. XYZ was caused by the process of making mechanical and electrical shop drawings that were too long, due to the lack of teams for the job. To avoid delays, the author conducted a study of the acceleration of projects with crashing projects. From the calculation of the crashing project, the delay in this project can be avoided by adding mechanical and electrical drawing teams so that the process in the mechanical drawing and electrical shop engineering can be faster. The total cost for project acceleration is Rp. 180,000,000 which is still much lower than the potential penalty that can be obtained by PT. XYZ due to the delay in this project, which is Rp. 3,396,855,000 or 5% of the total project contract. Thus, the proposed project acceleration with the addition of teams for mechanical and electrical drawings is still economical to do. For general project implementation, the author sees that the use of project management tools was still very lacking in this project. Curve-S and project schedules that were made only modestly and were note used fully to monitor and control project activities, so that the potential for project delays due to mechanical and electrical engineering drawing activities could not be detected by PT. XYZ on time.
