KONSTRUKSI KEBIJAKAN DESENTRALISASI PENGELOLAAN SUMBERDAYA HUTAN DI KABUPATEN JOMBANG JAWA TIMUR

Kebijakan desentralisasi yang ada di Indonesia telah memberikan kewenangan terhadap Pemerintah daerah untuk mengelola sumberdaya hutan yang ada di daerah atas prakarsa daerah. Kebijakan ini juga menghendaki adanya demokratisasi di tingkat lokal serta adanya partisipasi aktif seluruh stakeholder dalam setiap proses pembuatan kebijakannya. Penelitian ini bertujuan untuk: (1) Mendapatkan data dan informasi tentang peran Pemerintah Daerah Kabupaten Jombang dan Perhutani KPH Jombang dalam kaitannya dengan desentralisasi pengelolaan sumberdaya hutan; (2) Mendapatkan rumusan konstruksi baru mengenai kebijakan desentralisasi pengelolaan sumberdaya hutan di Kabupaten Jombang. Penelitian ini dilaksanakan pada bulan April-Mei 2010. Data yang didapat antara lain berupa dokumen daerah yang berhubungan dengan kegiatan pengelolaan sumberdaya hutan, hasil wawancara dengan beberapa responden dan hasil observasi lapangan mengenai keadaan sumberdaya hutan secara umum. Data yang telah terkumpul dianalisis secara deskriptif melalui pendekatan analisis kebijakan (empiris, valuatif dan normatif). Berdasarkan hasil penelitian dapat diketahui bahwa pengelolaan sumberdaya hutan di Kabupaten Jombang memerlukan sebuah bentuk kelembagaan baru (Dewan Musyawarah Kehutanan) agar kebijakan pengelolaan yang dibuat lebih bersifat akomodatif terhadap segala macam kepentingan stakeholder. DMK sendiri haruslah memiliki fungsi komunikasi, koordinasi dan resolusi konflik.

Decentralization Policy in Indonesia has give a power to the Local Government in managing their forest resources by themselves. This policy has also requires a locally democratic process and an active participation from all of stakeholders in every process of policy making. The goal of this research are: (1) get some data and information about what the Jombang Regency Government and Perum Perhutani do relating with forest resource management decentralization; (2) get the new construction formula about forest resource management decentralization policy in Jombang Regency. This research was carried out on April till May 2010. The data that successfully reached are the documents that relating with forest resource management in Jombang Regency, the result of interview with some respondent, and the result of observation activity about empirical general condition of forest resource in Jombang Regency. All of the data that was analyzed by description analyze with policy approached (empiric, valuation, normative). Based on the results of the research, has known that the forest resource management in Jombang Regency needs a new form of organization (Forestry Democratic Council) in order to accommodating many others of interest from stakeholders in the policy making. Forestry Discussion Legislative have to has communication function, coordination function, and conflict resolutions.
