PARTISIPASI MASYARAKAT DALAM PENGELOLAAN OBYEK WISATA TAMAN HUTAN RAYA NIPA-NIPA KENDARI

Partisipasi masyarakat dalam pengembangan dan pengelolaan kawasan hutan secara tidak langsung akan meningkatkan kesejahteraan keluarga. Peningkatan peran serta masyarakat di sekitar hutan atau daerah wisata dapat diupayakan dengan memberikan kesempatan berusaha dan bekerja dalam ikut serta mengembangkan kawasan taman hutan raya. Nipa-Nipa merupakan Kawasan Taman Hutan Raya (Tahura),yang merupakan hutan lindung dan hutan produksi, dengan membentang dan melingkari Kota Kendari Provinsi Sulawesi Tenggara. Penelitian ini bertujuan mengetahui tingkat partisipasi masyarakat dalam pengelolaan obyek wisata Tahura Nipa-Nipa, mengetahui faktor-faktor pendukung dan penghambat dalam partisipasi masyarakat pengelolaan obyek wisata Tahura Nipa-Nipa, mengetahui strategi peningkatan partisipasi masyarakat dalam pengelolaan obyek wisata Tahura Nipa-Nipa. Penelitian ini bersifat noneksperimental dengan menggunakan metode survei sebagai metode dasar dalam menentukan responden, penelitian ini menggunakan metode Purposive Sampling dengan dasar pengetahuan informan mengenai keberadaan Kawasan Tahura NipaNipa serta keterlibatan informan dalam pengembangan dan pemanfaatan Kawasan Tahura Nipa-Nipa. Analisis data dengan menyusun tabel frekuensi untuk data primer maupun sekunder. Dari tabel frekuensi tersebut kemudian dilakukan skorsing untuk mengetahui tingkat partisipasi maupun faktor pendukung dan penghambat. Berdasarkan hasil penelitian dapat disimpulkan masyarakat memberi respon positif terhadap partisipasi pengelolaan Tahura karena mampu memberikan manfaat bagi masyarakat sekitar. Sedangkan tingkat partisipasi partisipasi masyarakat baru dalam tahapan partisipasi legitimasi. Alternatif peningkatan partisipasi dititikberaratkan pada peran serta aktif pemerintah dalam memfasilitasi ide-ide masyarakat maupun pembangunan sarana-prasarana yang mendukung bagi peningkatan kualitas Tahura Nipa-Nipa.

Indirectly, people’s participation in the development and management of forest area would increase their family income. The increase of participation from the people who lived around the forest or tourism location could be attempted through the employment opportunities in, and participation in the development of, grand forest park area. Nipa-nipa is a Grand Forest Park, a kind of conservation and production forest, which lays and encircle the town of Kendari in Southeast Sulawesi Province. This research were aimed to find out the contribution of Nipa-nipa Grand Forest Park on community’s income, to determine the participation level of the people in Nipa-nipa Grand Forest Park, to determine the supporting and inhibiting factors to the people’s participation in Nipa-nipa Grand Forest Park management. This research is non-experimental which use the survey method as its basic method in determining respondents. Purposive sampling method, which based on informant’s knowledge on the existence of Nipa-nipa Grand Forest Park area and their engagement in the development and utilization of this area, was used in this research. Data was analyzed through frequency table for both primary and secondary data. From this table, we did the scoring to determine the participation level and supporting or inhibiting factors. Based on the result of this research, we can conclude that the communities give a positive response to the participation in grand forest park management since it can give a benefit for communities around the area. The level of participation, however, is still in legitimacy stage. The alternative to increase this participation are emphasized on government active participation to facilitate the ideas of community and to establish supporting infrastructure which could improve the quality of Nipa-nipa Grand Forest Park.
