EVALUASI IMPLEMENTASI REKAM MEDIS ELEKTORNIK DI PUSKESMAS KECAMATAN PULOGADUNG

Latar Belakang: Teknologi informasi dan komunikasi yang terus berkembangmenyebabkan tuntutan perkembangan teknologi informasi terus meningkat.Implementasi sistem informasi kesehatan berbasis komputerisasi memiliki potensiuntuk meningkatkan performa sarana pelayanan kesehatan, menghemat biayaoperasional, dan meningkatkan kepuasan pasien. Puskesmas menggunakan sisteminformasi agar pelayanan pasien berjalan lebih efektif dan efisien. Selain itu,penggunaan sistem informasi puskesmas juga dimaksudkan agar proses pelaporandari puskesmas ke dinas kesehatan dapat berjalan lebih lancar dan tepat waktukarena laporan data dasar puskesmas bisa dihasilkan secara otomatis melalui sisteminformasi tersebut. Dengan Implementasi Rekam Medis Elektronik (RME) yangtelah berjalan sekitar 1 tahun, masih banyak masalah yang ditimbulkan antara lain :belum semua unit menggunakan RME, SDM yang belum sepenuhnya maumenggunakan RME, sering terjadi gangguan jaringan (sistem sering down),keamanan data yang bisa dijamin oleh pihak ketiga, masih ada SDM yangmenggunakan buku status dan pengisian tidak lengkap, laporan bulanan masihterlambat.Tujuan : Mengevaluasi implementasi pemanfaaatan RME di PuskesmasKecamatan Pulogadung dilihat dari efisiensi dan efektivitas yang sudah berjalanselama 1 tahun 6 bulanMetode : Penelitian ini adalah kualitatif dengan studi kasus. Data dikumpulkandengan menyebar kuisioner kepada seluruh pengguna RME terlebih dahulu danpeneliti melakukan FGD kepada pimpinan-pimpinan di masing-masing unit.Hasil :Kesimpulan :Secara keseluruhan RME telah membawa efisiensi dan efektivitasdalam segi waktu pelayanan, biaya, SDM dan Manfaat pencatatan dan pelaporan,akan tetapi belum optimal dikarenakan belum seluruh poli di PuskesmasKecamatan Pulogadung menerapkan RME ini dan selain juga masih adanyaSDM yang belum sepenuhnya mau untuk menerapkan RME ini.Kata Kunci : Evaluasi, Rekam Medis Elektroni

Background: Information and communication technology that continues toevolve has led to increasing demands for information technology development.The implementation of a computerized-based health information system has thepotential to improve the performance of health care facilities, save operationalcosts, and improve patient satisfaction. The Puskesmas uses an informationsystem so that patient services run more effectively and efficiently. In addition,the use of the Puskesmas information system is also intended so that the reportingprocess from the puskesmas to the health department can run more smoothly andon time because the basic data on the puskesmas can be generated automaticallythrough the information system. With the Implementation of Electronic MedicalRecords (RME) which have been running for about 1 year, there are still manyproblems that arise, including: not all units use RME, HR who are not yet fullywilling to use RME, frequent network disruptions (system often down), datasecurity can be guaranteed by third parties, there are still human resources whouse status books and incomplete filling, monthly reports are still late.Objective: To evaluate the implementation of RME utilization at PulogadungDistrict Health Center based on efficiency and effectiveness that has been runningfor 1 year 6 monthsMethod: This study is a qualitative case study. Data was collected by distributingquestionnaires to all RME users first and researchers conducted discussion withthe leaders in each unit.Results:Conclusion: Overall RME has brought efficiency and effectiveness in terms ofservice time, costs, HR and Benefits of recording and reporting, but not yetoptimal because not all polys in Puskesmas Pulogadung sub-district apply thisRME and in addition there are still human resources who are not fully willing toapply this RME.Keywords: Evaluation, Electronic Medical Recordxii
