EFEKTIVITAS PENGELOLAAN RESORT DI TAMAN NASIONAL ALAS PURWO

Balai Taman Nasional Alas Purwo merupakan perintis pengelolaan taman nasional berbasis resort di Indonesia. Taman Nasional Alas Purwo sering menjadi rujukan pengelolaan kawasan konservasi yang efektif. Padahal hingga kini belum pernah dilakukan pengukuran efektifivitas pengelolaan resort-resort yang ada di kawasan ini. Penelitian ini bertujuan untuk mengetahui efektivitas pengelolaan resort-resort yang ada di lingkup Balai Taman Nasional, dan membandingkan pengelolaan antar resort yang ada. Penelitian dilakukan dengan metode RAPPAM (Rapid Assessment and Prioritization of Protected Areas Management) yang dikembangkan oleh WWF. Responden dari penelitian ini adalah staf pengelola (Pengendali Ekosistem Hutan dan Polisi Hutan) di tiap resort. Data dikumpulkan dari responden yang sedang bertugas di tiap resort dalam bentuk diskusi kelompok yang terarah (Focus Group Discussion) untuk pengisian Rapid Assessment Quesioner yang dipandu peneliti. Hasil yang diperoleh dari penelitian ini menunjukkan bahwa pengelolaan di tingkat resort Taman Nasional Alas Purwo sudah efektif, ini ditunjukkan dari tekanan dan ancaman yang rendah dan cenderung menurun dari waktu ke waktu, nilai kepentingan biologi dan sosial ekonomi yang tinggi dan kerentanan yang rendah. Efektivitas manajemen di seluruh resort Taman Nasional Alas Purwo memiliki nilai yang merata. Prioritas konservasi akibat ancaman terhadap nilai kepentingan biologi adalah di resort Kucur dan Grajagan sedangkan prioritas konservasi akibat ancaman terhadap nilai kepentingan sosial ekonomi di resort Kucur, Grajagan dan Pancur.

Alas Purwo National Park is the pioneers in implementation of Resort based Management (RBM) concept. Although Alas Purwo National Park become a role model for its concept, but the Resort management effectiveness in Alas Purwo National Park was never measured yet. This research is aimed to finding out the management effectiveness of the resorts in Alas Purwo National Park, and compares the effectiveness management among the resorts. This research is done by RAPPAM (Rapid Assessment and Prioritization of Protected Areas Management) method that is developed by WWF. Respondents in this research are management staff (Controller of Forest Ecosystem and Forest Ranger) in every resort. The data compiled from the respondent that is on duty in each resort in form of focus group discussion and filling rapid assessment questionnaire that is guided by the researcher. The result gained from this research shows that the management in resort level of Alas Purwo National Park is effective, this is shown by low pressure and threat and declining, high biology and social economics interests and low vulnerability. Management effectiveness in all resort of Alas Purwo National Park has even value. Conservation priority as a result of threat to importance value of biology is in resort of Kucur and Grajagan while conservation priority as result of threat to importance value of social economic are in resort of Kucur, Grajagan, and Pancur.
