ANALISIS ORGANISASI PENGELOLAAN HUTAN KOTA DI WATES, KABUPATEN KULON PROGO, DAERAH ISTIMEWA YOGYAKARTA

Semakin bertambahnya jumlah penduduk yang secara langsung atau tidak juga telah menuntut dibangunya segala sarana dan prasarana yang digunakan untuk segala aktifitasnya telah mengakibatkan ruang terbuka hijau (RTH) dialihfungsikan menjadi bangunan-bangunan fisik guna memenuhi sarana dan prasarana tersebut. Hal ini menyebabkan semakin tingginya tingkat pencemaran baik pencemaran tanah, air maupun udara. Dengan pembangunan hutan kota diharapkan mampu mengurangi pencemaran tersebut dan akan di peroleh lingkungan yang nyaman dan indah. Penelitian ini bertujuan untuk mengetahui perencanaan pembangunan hutan kota di Perkotaan Wates, mengetahui sistem pengorganisasian pengelolaan hutan Perkotaan di Perkotaan Wates dan menentukan alternatif model pengembangan organisasi pengelolaan hutan kota di Perkotaan Wates. Dalam penelitian ini, metode yang digunakan adalah deskriptif dan bersifat non-eksperimental. Teknis yang digunakan dalam penelitian ini adalah studi kasus secara intensif dengan tehnik pengambilan data berupa wawancara, observasi langsung dan studi pustaka. Berdasarkan hasil penelitian Perkotaan Wates setidaknya mempunyai hutan kota seluas 1.291, 71 Ha atau 40, 36 % dari luas keseluruhan kota yang berasal dari hutan kota tepi jalan, permukiman dan taman. Pengelolaan hutan kota berdasar tipenya di Kota Wates dilaksanakan oleh pihak-pihak baik pemerintah atau individu yang mempunyai wewenang atau hak terhadap lahan hutan kota tersebut. Pengelolaan ini dilakukan tanpa adanya koordinasi dan kerja sama antar pihak pengelola. Hutan kota tepi jalan, taman dan permukiman dikelola oleh instansi pemerintah daerah, tetapi tidak ada koordinasi dan untuk sempadan sungai/pantai, kampus, pemakaman belum ada lembaga khusus yang mengelola hutan kota tipe tersebut. Dalam pengelolaan hutan kota sistem pengorganisasian dilakukan berdasarkan tipe hutan kota oleh pihak yang mempunyai wewenang atas lahan tipe hutan kota berada. Namun demikian masing-masing pihak belum terkait satu sama lain. Atas dasar itu diperlukan suatu alternatif model pengelolaan hutan kota, di mana ada suatu lembaga khusus yang mengkoordinasi pihak-pihak pengelola hutan kota agar pengelolaan dan pembangunan hutan kota lebih jelas dan terarah di mana Bupati menjadi tanggung jawab langsung.

The growing number of the people’s population has directly and indirectly demanded the establishment of any infrastructures which are used for all activities and it causes the open green space to be misused into physical buildings in order to suffice the infrastructures. This results in higher level of earth, water, and air pollutions. By the establishment of the city forest, it is expected to be able to reduce the aforementioned pollutions and the comfortable and beautiful environment will be gained. This research was aimed at identifying the planning of the city forest in Wates city, exploring the organization system of city forest management in Wates city and determining the model for organizational establishment of city forest management in Wates city. The method of this research applied the descriptive one and with the characteristics of non-experimental. The technique used in this research was intensive case study and the data collection technique was through interview, direct observation and library research. Based on the result of the research, Wates city at least has city forest of 1.291,71 Ha or 40,36% of the width of the whole city which originates from curb city forest, residence forest, and gardens. The management of the city forest based on its type in Wates city is conducted by the parties both the government and individual that have the authority and rights on the city forests. The management is done without having some coordination and cooperation amongst the managing parties. The curb city forest, gardens, and residential forest are managed by the local government department but with no coordination and for river banks/coastal areas, campus, graveyards, there is no any special institution which is given the authority to manage those forests. In managing the city forests, the organization system is conducted based on the city forest type by the authorized parties on the city forests. However, each party has not yet been coordinated one another. Based on the case, an alternative model of city forests management should be developed, where there is a legal certain institution which coordinates the parties managing the city forest so that the management and development of city forests is more obvious and more directive where the head of the regency bears the responsibility directly.
