Evaluasi Kemitraan Dalam Program Terpadu Peningkatan Peranan Wanita Menuju Keluarga Sehat dan Sejahtera (P2WKSS) di Kabupaten Sleman

Penelitian ini bertujuan mengetahui dinamika skema kerja bersama pemerintah melalui kemitraan dalam pogram terpadu P2WKSS di Kabupaten Sleman. Dengan melakukan penilaian atau tindakan evaluasi terhadap kemitraan berdasarkan 3 kriteria, meliputi kemitraan sebagai kebutuhan, proses pelaksanaan kemitraan, dan outcome kemitraan. Data di lapangan menunjukkan perlunya penambahan penilaian evaluasi dari sudut sinergi pemerintah dan investasi sosial sebuah kemitraan. Adanya pengabaian misi yang terwujud dalam kegiatan pendukung oleh mitra sehingga kemitraan tidak berjalan sesuai harapan kedua salah satu pihak menjadi problem yang ditekankan dalam penelitian ini. Disisi lain dugaan dominasi pemerintah terhadap masalah tersebut menjadi fokus penelitian. Oleh karenanya, untuk memvalidasi masalah hingga memperoleh kesimpulan temuan maka menggunakan metode penelitian kualitatif dengan pendekatan studi evaluasi. Pada akhirnya menyimpulkan beberapa temuan faktor-faktor penyebab kegagalan kemitraan. Pengumpulan data oleh penulis melalui wawancara mendalam, observasi dan pengamatan lapangan, dokumentasi, dan studi pustaka. Unit analisis dalam penelitian ini adalah tim pelaksana program terpadu P2WKSS di Kabupaten Sleman, Tim CSR PD BPR Bank Sleman, Wakil Ketua Baznas Sleman, dan pelaksana kegiatan program di Kecamatan Berbah dan Kecamatan Ngaglik. Berdasarkan temuan dan elaborasi literatur maka kemitraan yang berlaku dalam mendukung program terpadu P2WKSS di Kabupaten Sleman belum berjalan secara efektif dan ideal. Penelitian ini menyimpulkan terdapat 3 (tiga) faktor penyumbang kegagalan kemitraan sebagai temuan antara lain, faktor pertama adalah paradigma baru pemerintah daerah dalam tata laksana program terpadu P2WKSS yang berorientasi penuh pada ekonomi produktif. Kemudian mengakibatkan kegiatan fokus pada mewirausahakan wabin tanpa berimbang dengan aspek lain seperti edukasi tentang gender dan kesehatan,dll. Kedua, perubahan komitmen pelaksana menjadi efek domino pergeseran paradigma agenda pembangunan daerah yang telah disebutkan (point pertama) serta karena adanya mutasi pegawai di lingkungan pemerintah Kabupaten Sleman. Ketiga, ketidaktersediaan kelembagaan kemitraan yang seharusnya menjadi institusi atau kesatuan organisasi di luar pemerintah terlibat kemitraan mendukung program ini. Disinyalir terjadinya benturan aturan antara pusat dan daerah, Pedoman Pelaksanaan di Daerah DIY dan peraturan tanggung jawab sosial di Kabupaten Sleman terkait pendanaan menyebabkan tidak mampu mengikat jalinan kemitraan tersebut.

This research aims to determine the dynamics of work scheme in collaboration with the government through partnerships in the integrated Program for Improvement of Women's Role in Fostering a Healthy and Prosperous Family (P2WKSS) in Sleman Regency by evaluating or assessing the partnership program based on 3 criteria, including partnership as a need, partnership implementation process, and partnership outcomes. The data showed the need for additional evaluation in terms of government synergy and social investment in a partnership. Neglected mission manifested in the supporting events by the partners causes the partnership working not according to the expectations of both or one of the parties which becomes a problem emphasized in this research. On the other hand, the alleged domination of the government to the issue is the focus of this research. Therefore, to validate the problem until determining the conclusion, this research used qualitative research method with an evaluation study approach. Finally, it concluded several findings of the factors causing partnership failure. The data was collected through in-depth interviews, field observations, documentation, and literature review. The analysis unit in this research was the implementation team of integrated program for Improvement of Women's Role in Fostering a Healthy and Prosperous Family (P2WKSS) in Sleman Regency, CSR Team of PD BPR Bank Sleman, the Vice Chairman of Baznas (Indonesian National Zakat Amil Agency), and program implementation in Berbah Sub-District and Ngaglik Sub-District. Based on the findings and elaboration of the literature, the applicable partnership in supporting the integrated program for Improvement of Women's Role in Fostering a Healthy and Prosperous Family (P2WKSS) in Sleman Regency has not worked effectively and ideally. This research concluded that there are 3 (three) factors contributing to the failure of partnership as its findings, namely, the first factor is the new paradigm of regional government in the management of the integrated program for Improvement of Women's Role in Fostering a Healthy and Prosperous Family (P2WKSS) which is fully oriented to the productive economy. Then, it caused the events focusing on entrepreneurship of inmates without a balance adjustment to other aspects such as gender and health education, etc. Second, changes in the implementation commitment creates a domino effect of regional development agenda paradigm as mentioned above (first point) as well as the mutation of employees in the Sleman Regency government environment. Third, the unavailability of partnership institutions of an institution or unit of organizations outside the government involved in the partnership to support this program. It is allegedly that there are conflicts in regulations between the central and regional governments, the Implementation Guidelines in the Special Region of Yogyakarta and social responsibility regulations in Sleman Regency regarding the funding, causing it hard to bind the partnership.
