HUBUNGAN POTENSI SUMBER DAYA HUTAN DENGAN ASPEK FINANSIAL KESATUAN PEMANGKUAN HUTAN Studi Kasus di KPH Kendal, Perum Perhutani Unit I Jawa Tengah

KPH Kendal berhasil memperoleh sertifikasi Pengelolaan Hutan Lestari dari FSC tahun 2011 dan di tahun 2010 KPH Kendal memperoleh pendapatan lebih tinggi dibandingkan tahun sebelumnya tetapi berdasarkan hasil penelitian Perum Perhutani bekerja sama Fakultas Kehutanan UGM diperoleh hasil bahwa sebagian besar kondisi sumber daya hutan KPH Kendal justru semakin menurun dengan meningkatnya persentase KU muda. Dari hal tersebut dapat dilihat adanya gap antara kondisi sumber daya hutan dengan kondisi finansial KPH. Berkaitan dengan hasil tersebut maka diperlukan analisis terkait potensi sumber daya hutan dan hubungannya dengan aspek finansial KPH Kendal. Metode penelitian yang digunakan adalah metode kualitatif deskriptif berupa studi kasus dengan menggunakan data sekunder tahun 2006 hingga 2010. Dari hasil penelitian diperoleh fakta bahwa terdapat ketidaksesuaian antara potensi sumber daya hutan KPH Kendal dengan aspek finansialnya. Potensi sumber daya hutan KPH Kendal semakin menurun mencapai 50% dari tahun 2006 hingga tahun 2010 baik dari segi volume standing stock maupun nilai moneternya sedangkan kondisi finansialnya semakin membaik dengan diperolehnya pendapatan yang semakin meningkat di tahun 2010 mencapai 50 milyar.

KPH Kendal managed to obtain certification from the FSC Forest Management in 2011 and in 2010 KPH Kendal earned higher incomes than the previous year but based on the results of research in collaboration both Perhutani office and Faculty of Forestry GMU obtained results that the majority of forest resource conditions at KPH Kendal decreased because of the increasing percentage of young KU. Based on that condition, it can be seen the gap between the condition of forest resources with the financial condition of KPH. Concerning these outcomes, analysis of forest resource-related potentials and its relation to the financial aspects at KPH Kendal is required. The research method used is qualitave descriptive method of case study using secondary data from 2006 to 2010. The results of the research shows a fact that there is a mismatch between the potential of forest resources at KPH Kendal with its financial aspects. The potential of forest resources at KPH Kendal decreased up to 50% from 2006 until 2010 both in the volume of standing stock and its monetary value, while its financial condition has improved because of the increasing income in 2010, that is, 50 billion.
