PARTISIPASI MASYARAKAT DALAM PROGRAM REHABILITASI PESISIR PANTAI LEMBUPURWO DI DESA LEMBUPURWO KECAMATAN MIRIT, KABUPATEN KEBUMEN PROPINSI JAWA TENGAH

Partisipasi masyarakat dalam kegiatan dan pengelolaan program rehabilitasi yang ada di Pesisir Lembupurwo memegang peranan penting akan hasil yang diperoleh dari keberhasilan program bagi lingkungan dan masyarakat sekitar untuk kedepannya. Dalam penelitian ini terdapat tiga tujuan, yaitu untuk mengetahui : (1) persepsi dan harapan masyarakat terhadap program rehabilitasi lahan di kawasan pesisir, (2) tingkat partisipasi ide, pertisipasi tenaga, dan partisipasi pemanfaatan masyarakat Desa Lembupurwo dalam program rehabilitasi, (3) pengaruh kondisi sosial ekonomi masyarakat terhadap tingkat partisipasi. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survey sebagai metode dasar, yaitu dengan mengambil sampel dari suatu populasi dan menggunakan kuisioner sebagai alat pengumpulan data pokok. Teknik pengambilan sampel dilakukan dengan purposive sampling yaitu dilakukan dalam hal pemilihan lokasi penelitian dan pemilihan responden untuk memperoleh data dari kuisioner dan wawancara. Lokasi penelitian ini di kawasan Pesisir Pantai Lembupurwo, Desa Lembupurwo, Kecamatan Mirit, Kabupaten Kebumen, Propinsi Jawa Tengah. Metode analisis data dilakukan dengan penghitungan jumlah data skoring, kemudian dibagi ke dalam tiga tingkatan pertisipasi, yaitu tinggi, sedang dan rendah. Untuk menganalisis kondisi sosial ekonomi masyarakat digunakan analisis dengan uji chy square. Hasil analisis data diperoleh bahwa persepsi masyarakat Desa Lembupurwo terhadap adanya program rehabilitasi terbilang baik. Masyarakat mengerti dan memahami bahwa rehabilitasi pesisir mempunyai manfaat yang positif bagi masyarakat dan lingkungan sekitar. Tingkat partispasi masyarakat, baik dalam partisipasi ide, tenaga dan pemanfaatan, tergolong ke dalam partisipsi sedang. Faktor kondisi sosial ekonomi yang meliputi umur, tingkat pendidikan, jenis pekerjaan, tingkat penghasilan dan jenis kelamin dalam penelitian ini tidak mempunyai pengaruh terhadap besarnya tingkat partisipasi.

The surrounding society are playing an important role in the success of the rehabilitation program management held at Lemburpurwo beach. The society involvent is mainly based on their awareness that this program is beneficial for their environment in the future. This research is aimed at identifying :(1) the sociecy perspective and expectation on the beach rehabilitation program, (2) the level of participation in the form of idea and manpower participation as well as the society efforts to take the benefits of the program, (3) the influence of the sociecy’s level of social and economic condition on the level of participation. This research is using quantitative approach that is based on the survey method. The survey was conducted by taking a population sample and the data was collected through questionaires and interview. Sample was taken by using purposive sampling, that is sampling that is taken on the decided research location and chosen respondents. This research was conducted at Beach Lembupurwo area, Lembupurwo village, Mirit district, Kebumen regency, Central Java. The data was analyzed by counting the data scores that was then divided into three levels of participation namely high, middle, and low. The society’s social economic condition is analyzed by using chy square analysis. The data analysis shows that the people of Lembupurwo has good perspective on the beach rehabilitation program. People are aware that the beach rehabilitation program brings many benefits to the people and their environment. People has middle level of participation in the form of idea and manpower contribution as well as benefit taking efforts. The society level of participation is not influenced by the social economic conditions such as age, educational background, jobs, income, and gender.
