Pengelompokan Perkumpulan Petani Pemakai Air (P3A) Berdasarkan Empat Aspek Kinerja dengan Metode Fuzzy Clustering di Daerah Irigasi Kalibawang

Kinerja Perkumpulan Petani Pemakai Air (P3A) merupakan hal penting untuk dievaluasi sebagai upaya peningkatan pelayanan irigasi. Selain itu, evaluasi kinerja P3A dilakukan sebagai dasar pengambilan kebijakan terkait masalah irigasi yang ada. Kebijakan yang sesuai untuk tiap P3A mungkin baik untuk diterapkan. Namun untuk kabupaten dengan banyak P3A, tidak mungkin menyusun satu kebijakan untuk tiap P3A. Tujuan dari penelitian ini adalah melakukan evaluasi kinerja P3A empat aspek di beberapa P3A dan mengelompokkan P3A berdasarkan hasil evaluasi kinerja empat aspek. Penelitian ini dilakukan di 15 P3A yang ada di Kabupaten Kulon Progo, DIY, yang tergabung dalam GP3A Pengasih Timur, Daerah Irigasi Kalibawang. Evaluasi dilakukan berdasarkan pada formulir kajian penilaian P3A yang dikembangkan oleh Fakultas Teknologi Pertanian, Universitas Gadjah Mada. Kemudian pengelompokan dilakukan dengan metode fuzzy clustering yaitu Fuzzy C-Means dengan bantuan software MATLAB. Hasil evaluasi kinerja P3A empat aspek menunjukkan bahwa terdapat 5 P3A (33,33%) yang temasuk kriteria "Berkembang" dan 10 P3A (66,67%) yang termasuk kriteria "Sedang Berkembang". Berdasarkan hasil pengelompokan, P3A kluster ke-3 pengelompokan 3 kluster sama dengan kluster ke-3 pengelompokan 4 kluster dan gabungan kluster ke-1 dan ke-4 pengelompokan 5 kluster. P3A kluster ke-4 pengelompokan 4 kluster sama dengan kluster ke-3 pengelompokan 5 kluster. P3A kluster ke-2 pengelompokan 4 kluster sama dengan kluster ke-5 pengelompokan 5 kluster. Sedangkan P3A kluster ke-1 pengelompokan 4 kluster sama dengan kluster ke-2 pengelompokan 5 kluster.

Water User Association (WUA) performance is an important thing to evaluate as an effort on improving irrigation services. Besides that, WUA performance evaluation is done as a basis for policy making related to existing irrigation problems. Proper policies for each WUA might be good to implement. But for regency with many WUA, it is not possible to compile one policy for each existing WUA. The goal of this research is to evaluate the four aspects of performance evaluation in some WUA and clustered them based on the performance evaluation results. This research is done at 15 WUA's that's located on Kulon Progo Regency, DIY, which incorporated in Pengasih Timur WUA, Kalibawang irrigation system. Evaluation is done based on WUA assessment form, developed by Agricultural Technology Faculty at Gadjah Mada University. Then, clustering is done using fuzzy clustering method that is Fuzzy C-Means with the help of MATLAB software. WUA performance evaluation results shows that there are 5 WUA's (33.33%) which falls under "Developed" criteria and 10 WUA's (66,67%) which falls under "Still Developing" criteria. Based on clustering results, 3rd cluster WUA on 3 cluster clustering is the same as 3rd cluster WUA on 4 cluster clustering and 1st and 4th cluster on 5 cluster clustering. 4th cluster WUA on 4 cluster clustering is the same as 3rd cluster WUA on 5 cluster clustering. 2nd cluster WUA on 4 cluster clustering is the same as 5th cluster WUA in 5 cluster clustering. While the 1st cluster on 4 cluster clustering is the same as 2nd cluster WUA on 5 cluster clustering.
