Pemanfaatan Aplikasi Gencil (Government and Smart City Landmark) dalam Implementasi Konsep Smart City di Kota Pontianak

Smart city merupakan sebuah konsep pembangunan dan pengelolaan kota berbasis teknologi informasi dan komunikasi. Aplikasi Gencil merupakan aplikasi yang dikembangkan di Kota Pontianak untuk mendukung implementasi konsep smart city. Penelitian ini bertujuan; 1) mendeskripiskan aplikasi Gencil, 2) mengidentifikasi pemanfaatan aplikasi Gencil di tiap kecamatan, 3) mengidentifikasi faktor-faktor yang menjadi hambatan dalam pengembangan aplikasi Gencil dan pemanfaatannya di Kota Pontianak. Metode penelitian yang digunakan adalah kualitatif dan kuantitatif. Data primer diperoleh dari hasil wawancara mendalam dengan pihak pemerintah dan pengembang aplikasi, serta melalui kuesioner kepada pengguna aplikasi, sedangkan data sekunder diperoleh melalui laporan instansi dan fitur aplikasi melalui smartphone. Hasil penelitian menunjukkan bahwa aplikasi Gencil terdiri dari enam fitur yang berisi tentang informasi terkait Kota Pontianak dan harga pangan serta fitur laporan warga. Pemanfaatan aplikasi bervariatif dan fitur aplikasi yang paling dominan digunakan adalah fitur informasi harga pangan. Faktor penghambat pengembangan aplikasi Gencil dan pemanfaatannya adalah kurangnya partisipasi dan kontribusi masyarakat dalam pengembangan aplikasi Gencil, infrastruktur pendukung pengembangan aplikasi yang belum memadai, dan kurangnya sosialiasi aplikasi Gencil kepada masyarakat.

Smart city is a concept of development and cities' management based on information and communication technology. Gencil is a mobile application developed in Pontianak to support the implementation of the concept of smart city. The aims of this study are; 1) describing the Gencil mobile application, 2) identifying the utilization of Gencil application in each sub-district, 3) identifying the constraining factors in the development of Gencil mobile application and its utilization in Pontianak. The research uses qualitative and quantitative methods. Primary data was obtained through in-depth interviews with the representative of the government and application developers, it was also obtained through the questionnaires filled by the application users, while secondary data was obtained through the developer's reports and application features through smartphone. The results show that the Gencil mobile application consists of six features that contain information about the city of Pontianak and the food prices and citizens' report features. Utilization of this mobile application in each sub-district is vary, meanwhile among those features, the food prices fiture becomes the most popular one. Constraining factors for the development of Gencil mobile applications and its utilization are the lack of participation and community contribution in the development of Gencil mobile applications, inadequate infrastructure for the application's development, and lack of socialization of Gencil applications to the public.
