DAMPAK PERUBAHAN FUNGSI KAWASAN HUTAN TERHADAP PENDAPATAN PETANI PENGGARAP LAHAN HUTAN

Taman Hutan Raya Bunder merupakan kawasan yang ditetapkan oleh pemerintah pada tahun 2014. Sebelum menjadi Taman Hutan Raya, kawsan hutan Bunder merupakan kawasan hutan produksi. Perubahan fungsi kawasan yang terjadi mengakibatkan hilangnya kesempatan petani dalam memanfaatkan lahan hutan di kawasan hutan bunder. Penelitian ini bertujuan untuk mengetahui perubahan pendapatan petani akibat perubahan status kawasan di kawasan hutan Bunder. Penentuan responden dilakukan dengan metode purposive sampling. Informasi diperoleh dari hasil wawancara dan observasi lapangan. Metode analisis menggunakan metode pendekatan oppurtunity loss. Menghitung perubahan pendapatan petani dari hasil menjual produk pertanian. Hasil penelitian menunjukan bahwa adanya perubahan pendapatan petani dari hasil hasil panen akibat perubahan fungsi kawasan hutan Bunder. Perubahan fungsi kawasan hutan bunder dari hutan produksi menjadi Taman Hutan Raya Bunder mengakibatkan hilangnya kesempatan pemanfatan lahan bawah. Sebelum perubahan fungsi kawasan hutan Bunder petani dapat mengelola lahan bawah hutan. Pengelolaan lahan bawah hutan dapat memberi kontribusi terhadap pendapatan petani. Rata-rata pendapatan petani yang diperoleh dari hasil kegiatan pertanian sebesar Rp 3.670.697 per andil/tahun atau rata-rata sebesar Rp 11.509.564 per Ha/tahun. Perubahan fungsi kawasan membuat kegiatan mengelolan lahan bawah hutan tidak dapat dilakukan lagi. Sehingga setelah perubahan fungsi kawasan hutan Bunder pendapatan dari lahan hutan mejadi hilang.

Bunder Forest Park is an area established by the government in 2014. Before becoming a Forest Park, the Bunder forest is a production forest area. Changes in regional functions that occur result in a loss of opportunity for the farmer to utilize the forest land in the bunder forest area. This study aims to determine changes in farmers' income due to changes in the status of the area in the Bunder forest area. Determination of respondents was done by purposive sampling method. Information obtained from interviews and field observations. The analytical method uses the oppurtunity loss approach. Calculate changes in farmers' income from the results of selling agricultural products. The results showed that there was a change in farmers' income from yields due to changes in the function of the Bunder forest area. Changes in the function of secondary forest areas from production forests to Bunder Raya Forest Parks results in the loss of opportunities for utilization of lower land. Before changing the function of the Bunder forest area, farmers can manage land under the forest. Management of land under forests can contribute to farmers' income. The average income of farmers obtained from agricultural activities is Rp. 3.670.697 per share / year or an average of Rp. 11.509.564 per Ha / year. Changes in the function of the area make it impossible to manage land under the forest. So that after the change in the function of forest area Bunder income from forest land becomes lost.
