COOPERATIVE GOVERNANCE: EVALUASI PENERAPAN TATA KELOLA KOPERASI PADA PRIMER KOPERASI KEPOLISIAN RESOR KULONPROGO DAERAH ISTIMEWA YOGYAKARTA

Penelitian ini bertujuan untuk mengevaluasi penerapan tata kelola koperasi pada Primer Koperasi Kepolisian Resor Kulonprogo dan untuk mengidentifikasi permasalahan yang dihadapi koperasi tersebut dalam penerapan tata kelola. Selain itu, penelitian ini juga merumuskan saran yang efektif untuk penyelenggaraan tata kelola koperasi. Penelitian ini menggunakan metodologi kualitatif deskriptif. Data primer pada penelitian ini diperoleh dari wawancara mendalam, sedangkan data sekunder diperoleh dari data internal koperasi dan berbagai literatur lainnya. Sementara itu, instrumen yang digunakan adalah Guidelines for Good Practices of Financial Cooperative oleh Banco Sentral Do Brasil. Berdasarkan keempat aspek dalam panduan tersebut, peneliti menilai bahwa tata kelola pada Primkoppol Resor Kulonprogo belum diterapkan secara optimal. Ketiga aspek, yaitu aspek partisipasi dan representasi, aspek panduan strategis tata kelola koperasi, dan aspek pengendalian dan pengawasan belum diterapkan secara optimal. Sementara itu, penerapan aspek manajemen eksekutif masih sangat kurang. Untuk meningkatkan kualitas tata kelolanya, Pengurus Primkoppol Resor Kulonprogo perlu memberikan pemahaman kepada anggota terkait hak dan kewajibannya selaku agen cooperative governance, menyusun dokumen formal terkait deskripsi kerja, menyusun Prosedur Operasional Standar, menyusun petunjuk teknis administrasi, membuat kode etik koperasi, menyediakan media akses informasi yang efektif, dan menetapkan pemisahan wewenang yang jelas antara struktur kepolisian dengan struktur koperasi. Di atas semuanya itu, hal terpenting yang perlu dilakukan oleh Pemerintah Indonesia untuk menguatkan peran koperasi sebagai sokoguru perekonomian nasional adalah melakukan amandemen peraturan perundang-undangan yang sesuai dengan nilai dan prinsip dasar koperasi, serta menyusun panduan penerapan tata kelola yang relevan diterapkan pada koperasi-koperasi di Indonesia.

This study aims to evaluate the implementation of cooperative governance in Primer Koperasi Kepolisian Resor Kulonprogo and to identify problems faced by the cooperative in implementing the governance. In addition, this study formulates effective suggestions for the implementation of cooperative governance. The methodology that is used in this study is descriptive-qualitative. The primary data were obtained from in-depth interviews, while secondary data were obtained from the internal data of the cooperative and other relevant literatures. Guidelines for Good Practices of Financial Cooperatives by Banco Sentral Do Brasil is used as research instrument in this study. Based on the guidelines used, the researchers assess that governance in Primkoppol Resor Kulonprogo has not been optimally implemented. The governance aspects of participation and representation, strategic guidance of cooperative governance, and control and supervision in Primkoppol Resor Kulonprogo have to be improved, since it is still lack of implementation. Moreover, Primkoppol Resor Kulonprogo also need to put extra attention to management executive aspect, in order to create an effective cooperative governance. To improve the quality of its governance, the boards and administrators of Primkoppol Resor Kulonprogo need to provide understanding to members regarding their rights and obligations as cooperative governance agents, compile formal documents related to job descriptions, compile standard operating procedures and administrative technical guidelines, create codes of ethics, provide effective information access to the members, and establish a clear separation of authority between the police structure and the cooperative structure. After all, the Government of Indonesia needs to constitutionally strengthen the role of cooperatives as the pillar of the national economy, by synergizing the cooperative regulation with the cooperatives values and basic principles; and developing a relevant guidelines to support the implementation of cooperative governance in Indonesia.
