PENGARUH PENERAPAN GOOD AGRICULTURAL PRACTICE (GAP) TERHADAP EFISIENSI BAWANG PUTIH DI KABUPATEN TEMANGGUNG

Rendahnya produktivitas dapat disebabkan karena usahatani belum efisien dan adopsi teknologi yang masih rendah. Tujuan dari penelitian ini adalah untuk mengetahui (1) tingkat penerapan Good Agricultural Practice (GAP) bawang putih; (2) faktor yang mempenagaruhi tingkat penerapan GAP bawang putih di Kabupaten Temanggung; (3) faktor yang mempengaruhi produksi bawang putih, (4) tingkat efisiensi teknis, alokatif dan ekonomi, dan (5) faktor yang mempengaruhi inefisiensi teknis, Penelitian ini dilakukan di Kecamatan Kledung, Kabupaten Temanggung dengan 60 responden. Hasil analisis menunjukan bahwa faktor yang mempengaruhi produksi bawang putih adalah luas lahan, benih dan tingkat penerapan GAP-SOP. Petani bawang putih efisien secara teknis dan ekonomi, tetapi belum efisien secara alokatif. Rata-rata tingkat efisiensi teknis, ekonomi dan alokatif sebesar 0,811; 0,78 dan 0,98. Faktor yang berpengaruh positif terhadap inefisiensi teknis adalah umur dan anggota keluarga usia produktif. Sedangkan faktor yang berpengaruh negative terhdap inefisiensi adalah tingkat pendidikan dan dummy kelompok tani. Tingkat penerapan GAP-SOP bawang putih di lokasi penelitian masih rendah. Faktor yang mempengaruhi tingkat penerapan GAP-SOP adalah lama usahatani dan frekuensi penyuluhan.
Temanggung Regency was the largest producer of garlic in Central Java Province. The problem faced was low productivity in garlic. It could be caused by several factors, including technical efficiency and low technology adoption effect. This research aimed to determine (1) the level of application of garlic GAP, (2) the factors that affect the application of GAP, (3) the factors that influence garlic production (4) the level of technical, allocative and economic efficiency obtained by garlic farming (5) the factors that influence technical inefficiency of garlic. This research was conducted in Kledung district, Temanggung Regency with 60 respondents. The result of the analysis showed that the application level of GAP of Garlic in Temanggung Regency was low. The factors affecting the level of application of GAP-SOP on garlic were farming experience and extension service�s frequency. The production factor such as land area, seed, and the level of application of garlic GAP had positive and significant effect on garlic production. The garlic farmers in Temanggung Regency were technically and economically efficient, but were not allocatively efficient. The average of technical, economic and allocative efficiency of garlic farmer are 0,811; 0,78; and 0,98 respectively. The social economy factors which positively influencing on the technical inefficiency were age and family members in productive age, while the factors which negatively influencing were level of education and the dummy of farmer group.Temanggung Regency was the largest producer of garlic in Central Java Province.
