Dinamika Relasi Gubernur Dan Bupati/Walikota Di Jawa Tengah Pada Masa Kepemimpinan Ganjar Pranowo 2013-2018

Praktek relasi kekuasaan yang tidak harmonis antara tingkatan pemerintahan terjadi di beberapa daerah Indonesia. Perseteruan yang sering terjadi adalah konflik antara Gubernur dengan Bupati/Walikota. Penyebabnya pun beragam mulai dari perseteruan pribadi, persaingan politik, tumpang tindih kewenangan dan sebagainya. Penelitian ini ingin menjawab pertanyaan tentang dinamika relasi antara Gubernur dan Bupati/Walikota di Jawa Tengah khususnya pada masa pemerintahan Ganjar Pranowo 2013-2018 dan strategi yang digunakan dalam rangka memperkuat posisinya sebagai Gubernur. Tujuan dari dilakukannya kajian ini adalah untuk melacak dinamika relasi yang terjadi antara Gubernur Ganjar Pranowo dengan Bupati/Walikota di Jawa Tengah serta untuk memetakan strategi yang dilakukan Gubernur untuk memperkuat posisinya. Peneliti menggunakan metode studi kasus untuk mendapatkan gambaran dinamika relasi antara Gubernur dan Bupati/Walikota di Jawa Tengah serta strategi politik yang dimainkan Gubernur dalam memperkuat posisinya. Dalam kajian ini, peneliti mengambil sampel empat kabupaten/kota untuk mengetahui seperti apa pola relasi bupati/walikota tersebut dengan Gubernur Ganjar Pranowo. Background partai politik kepala daerah menjadi basis penentuan sampel kabupaten/kota dalam penelitian ini, yakni Bupati/Walikota yang memiliki background politik sama dengan Gubernur (PDIP) yakni Kota Surakarta dan Kota Magelang dan Bupati/Walikota yang berbeda background politiknya dengan Gubernur (non PDIP) yakni Kota Tegal dan Kabupaten Kebumen. Setidaknya ada tiga temuan besar dalam penelitian ini. Pertama, relasi Gubernur Ganjar Pranowo dengan Bupati/Walikota di Jawa Tengah yang memiliki background politik sama (PDIP) cenderung lebih harmonis daripada Bupati/Walikota yang berbeda background politiknya (non PDIP). Harmonis atau tidaknya relasi yang terbangun antara Gubernur dan Bupati/Walikota terlihat dari cara komunikasi Ganjar Pranowo terhadap Bupati/Walikota, respon kabupaten/kota terhadap program kebijakan yang digagas oleh Gubernur serta dukungan politik terhadap Gubernur ketika mencalonkan diri menjadi Gubernur Jawa Tengah 2018-2023. Kedua, distribusi resources berupa alokasi sumberdaya baik aset maupun keuangan yang proporsional dan sesuai dengan kebutuhan kabupaten/kota turut berperan dalam menjaga keharmonisan relasi antara Gubernur dengan Bupati/Walikota. Ketiga, strategi politik yang digunakan oleh Ganjar Pranowo dalam memperkuat posisinya sebagai Gubernur adalah melalui a) Political Leadership yakni Gaya Kepemimpinannya yang partisipatif dan merakyat, b) Political Network yakni membangun jaringan yang kuat dengan pemerintah pusat dan pemerintah kabupaten/kota dan c) Sinkronisasi Program Kerja yakni dengan memunculkan program-program unggulan di berbagai bidang untuk mengatasi problematika yang ada di Jawa Tengah. ABSTRACT This study wants to answer the question of the dynamics of the relationship between governors and regents / mayors in Central Java, especially during the 2013-2018 Ganjar Pranowo administration and the strategies used in order to strengthen its position as governor. The purpose of this study was to track the dynamics of the relationship between Governor Ganjar Pranowo and the Regent / Mayor in Central Java and to map out the strategy carried out by the Governor to strengthen his position. The researcher used a case study method to get a picture of the dynamics of the relationship between the Governor and Regent / Mayor in Central Java and the political strategy played by the Governor in strengthening his position. In this study, researchers sampled four regencies / cities to find out what the regent / mayor relation pattern was with Governor Ganjar Pranowo. The background of the regional political party's head becomes the basis for determining the sample of districts / cities in this study, namely the Regent / Mayor who has the same political background as the Governor (PDIP), namely the City of Surakarta and the City of Magelang and the Regent / Mayor which are different from the political background of the Governor (non PDIP) namely Tegal City and Kebumen Regency. There are at least three major findings in this study. First, the relationship between Governor Ganjar Pranowo and the Regent / Mayor in Central Java who have the same political background (PDIP) tends to be more harmonious than the different Regents / Mayors in their political background (non PDIP). Harmony or not the relationship that is built between the Governor and the Regent / Mayor can be seen from the communication method of Ganjar Pranowo towards the Regent / Mayor, the district / city response to the policy program initiated by the Governor and political support for the Governor when running for Central Java Governor 2018-2023. Second, the distribution of resources in the form of resource allocation both assets and finances that are proportional and in accordance with the needs of districts / cities also play a role in maintaining harmonious relations between the Governor and the Regent / Mayor. Third, the political strategy used by Ganjar Pranowo in strengthening his position as Governor is through a) Political Leadership namely participatory and popular leadership style, b) Political Network namely building a strong network with the central government and district / city government and c) Program Synchronization Work is by bringing up excellent programs in various fields to overcome the problems that exist in Central Java.
