SIKAP PEMERINTAH TURKI DAN LEBANON TERHADAP PENGUNGSI SURIAH SEJAK TAHUN 2013 DAN IMPLIKASINYA TERHADAP KEAMANAN MANUSIA PARA PENGUNGSI

Tesis ini bertujuan untuk menganalisis bagaimana sikap dari Pemerintah Turki dan Pemerintah Lebanon dalam merespon masuknya pengungsi Suriah ke negara mereka dan implikasi dari sikap pemerintah kedua Negara tersebut terhadap aspek keamanan manusia para pengungsi Suriah di masing-masing negara. Terdapat perbedaan sikap Pemerintah Turki dan Pemerintah Lebanon terhadap massifnya pengungsi Suriah yang masuk ke negara mereka sejak krisis pengungsi yang terjadi mulai tahun 2013. Dalam hal ini Pemerintah Turki besikap postif terhadap masuknya para pengungsi dari Suriah. Sikap positif yang dimaksud yaitu kebijakan Pemerintah Turki yang terbuka bagi masuknya pengungsi Suriah melalui kebijakan ���¢�¯�¿�½�¯�¿�½Open Door Policy���¢�¯�¿�½�¯�¿�½ yang diberlakukan sejak awal mula mengungsinya warga Suriah. Selain itu, Pemerintah Turki juga berkomitmen dalam melakukan berbagai upaya termasuk kerja sama dengan berbagai pihak untuk memberi penanganan yang baik bagi pengungsi Suriah yang berada di negara mereka. Sementara sikap Pemerintah Lebanon cenderung negatif dalam merespon masuknya pengungsi Suriah. Awalnya Lebanon terbuka bagi masuknya pengungsi Suriah namun sejak tahun 2015 Pemerintah Lebanon membuat kebijakan baru untuk membatasi dan mengurangi jumlah pengungsi Suriah dari Lebanon, termasuk melakukan pemulangan bahkan pengusiran terhadap pengungsi Suriah, serta kurang memadainya penanganan yang diberikan bagi keberadaan pengungsi Suriah. Sikap berbeda dari pemerintah kedua negara ini mendatangkan implikasi yang berbeda pula bagi kehidupan para pengungsi Suriah di kedua negara tersebut. Ancaman terhadap aspek keamanan manusia yang dihadapi para pengungsi Suriah di Lebanon lebih kompleks daripada yang dihadapi oleh para pengungsi yang berada di Turki. Hal ini menunjukkan bahwa keamanan hidup pengungsi di suatu negara akan bergantung pada bagaimana sikap pemerintah negara tersebut melalui kebijakan-kebijakan yang dibuat dalam merespon keberadaan para pengungsi.

This thesis aims to anlyze the attitude of the Turkish government and the government of Lebanon to response This thesis aims to analyze the attitude of the Turkish Government and the in responding to the entry of Syrian refugees into their countries and the implications of the attitude of the governments of the two countries towards the human security aspects of Syrian refugees in each country. There are differences in the attitude of the Government of Turkey and the Government of Lebanon against the massive number of Syrian refugees who have entered their country since the refugee crisis that began in 2013. In this case the Turkish Government respond positively about the entry of refugees from Syria. The positive attitude refers to Turkish Government's policy which is open to the entry of Syrian refugees through the "Open Door Policy" which was put into effect since the Syrians fled their country due to civil war. In addition, the Turkish Government is also committed in making various efforts including cooperation with various parties to provide good treatment for Syrian refugees in their country. While the attitude of the Lebanese Government tends to be negative in response to the entry of Syrian refugees. Initially Lebanon was open to the entry of Syrian refugees but since 2015, the Lebanese Government has created a new policy to limit and reduce the number of Syrian refugees from Lebanon, including repatriating and even evicting Syrian refugees, as well as inadequate treatment given to Syrian refugees. Different attitudes from the government of two countries have different implications for the lives of Syrian refugees in both countries. The threat to aspects of human security faced by Syrian refugees in Lebanon is more complex than those faced by refugees in Turkey. This shows that the security of refugee life in a country will depend on how the attitude of the state government is through policies made in responding to the existence of refugees.
