Analisis Argumentasi Penentuan Kebijakan Dekonsetrasi Adminitratif Dalam Pelaksanaan Di Municipios Dili-Republica Demokratica De Timor Leste (RDTL)

Tujuan dari penelitian ini untuk menncari tahu argumentasi pemerintah Timor Leste dalam menentukan kebijakan dekonsetrasi di municipal Dili. Analisis ini dilakukan untuk mengetahui alasan dibalik penentuan kebijakan dekonsetrasi di Timor Leste. Dengan mengkombinasi pendapat dari Pitono dan Utomo tentang alasan dibalik penentuan kebijakan dekonsetrasi, maka ada tiga alasan yang bisa menjelaskan penentuan kebijakan dekonsetrasi ini, yaitu alasan politik, alasan administratif dan alasan ekonomi. Penelitian ini dilakuakn di municipal Dili dengan metode kualitatif, dengan jenis kualitatif deskriptif. Teknik Pengumpulan data dengan metode wawancara, studi dokumentasi dan observasi partisipasif. Hasil penenlitian menunjukan bahwa, pertama alasan politik: penentuan kebijakan dekonsetrasi menjadi dasar persiapan menuju pembentukan desentralisasi dan otonomi daerah di municipal Dili; penentuan kebijakan dekonsetrasi juga mengawasi municipio Dili; Kedua, alasan admistratif : pembentukan struktur organisasi dekonsetrasi administratif untuk memperbaiki dan mereformasi sistem birokrasi di municipal Dili agar sistem pelayanan lebih baik; melalui struktur ini pemerintah pusat melimpahkan kewenangan administratif ke municipio Dili bersama dengan program kerja, sumber daya manusia, saranan dan prasaranan. Jadi ini semacan pergeseran beban kerja dari pemerintah pusat ke daerah; Ketiga, alasan ekonomi: penentuan kebijakan ini selain mempersiapkan sumber daya manusia, memperbaiki sistem birokrasi di municipal Dili, tetapi sebenarnya melalaui penentuan kebijakan ini untuk mengkaji potensi pendapatan daerah seperti pajak dan retribusi di daerah. Kesimpulan dari ketiga alasan ini, bahwa melalui penentuan kebijakan dekonsetrasi, dinilai sudah tepat dalam memperiapkan sumber daya manusia, infrastruktur dasar, sistem birokrasi dan diberikan kewenangan juga untuk mengkaji pendapata daerah. Ini sebuah merupakan tahap persiapan untuk pembentukan desentralisasi dan otonomi daerah di Municipio Dili. Rekomendasi dari penelitian ini adalah segera mempersiapkan undang-undang tentang pemekaran daerah dan segera menyelesaikan pembahasan undang-undang tentang desentralisasi dan otonomi daerah yang ada di parlamen. Rekomendasi untuk kementerian administrasi negara adalah segera dilakukan evaluasi terhadap implementasi kebijakan dekonsetrasi di municipio Dili.

The purpose of this research is to find out the Timorese government's argument in determining deconcentrating policy in Dili municipalities. This analysis was conducted to find out the reasons behind the deconcentrating policy in Timor-Leste. By combining Pitono and Utomo's opinion on the reasons behind the deconcentrating policy, three reasons may explain the determination of this deconcentrating policy, namely political reasons, administrative reasons and economic reasons. This research was conducted in Dili municipal with qualitative method, with qualitative descriptive type. Technique of Data collection was done by interview method, documentation study and participant observation. The results of the study show that, firstly, political reasons: the determination of deconcentrating policy became the basis of preparation towards the formation of decentralization and regional autonomy in Dili municipalities; the determination of deconcentrating policy also oversees municipio Dili; Second, administrative reasons: the establishment of an administrative deconcentrating organizational structure to improve and reform the bureaucratic system in Dili municipal to better serve the system; through this structure the central government delegates administrative authority to Dili municipio along with work programs, human resources, guidelines and infrastructure. So this is like shifting the workload from the central government to the regions; Third, economic reason: the determination of this policy in addition to preparing human resources, improve the bureaucratic system in Dili municipal, but actually through the determination of this policy to assess the potential of regional revenue such as taxes and levies in the region. The conclusion of these three reasons, that through the deconcentrating policy decisions, is considered appropriate in preparing human resources, basic infrastructure, bureaucratic system and given the authority also to assess regional revenue. This is a preparatory stage for the establishment of decentralization and regional autonomy in the Municipio Dili. The recommendation of this research is to immediately prepare the law on the expansion of the region and immediately complete the deliberation of the law on decentralization and regional autonomy in the parliament. The recommendation for the ministry of state administration is an immediate evaluation of the implementation of deconcentrating policy in municipio Dili.
